p.1

Overall experiences and progress of children and parents: outstanding

Parents and children receive exceptional care and assessment from an experienced and skilled team. Families build enduring trusted relationships with the manager and staff. They are supported through the most difficult and sensitive of times with the utmost respect and empathy. This comes from an established trauma informed approach. Staff have empowered several families to care for their children in the long term. They are highly motivated to ensure that parents have the best chance to reach their potential.

p.2

Overall experiences and progress of children and parents: outstanding

Families are warmly welcomed to the centre and are provided with accessible information about their rights and responsibilities. Parents receive excellent support when they leave. One parent who was moving on told me ‘I am leaving a better person’ and ‘the manager is amazing’. Families keep in contact with the team when they leave which is testament to the relationships and trust built over time.

p.2

Overall experiences and progress of children and parents: outstanding

The manager and staff ensure that assessments are fair and balanced. They use a recognised model which is well integrated into practice. Creative methods are used to ensure individualised approaches tailored to specific needs. The assessment process is fully transparent to families. Parents always know their strengths and areas of concern as information is shared with them daily. This is highly effective in helping parents make progress and ensuring children’s needs are met.

p.2

Overall experiences and progress of children and parents: outstanding

Parents and children enjoy a range of activities balanced with time to relax. They benefit from a beautiful garden area and comfortable family home. Parents value the facilities and there is a calm and peaceful atmosphere in the home. Families get along well and share quality time together, for example a shared meal each weekend supported by the staff team. One family had a weekend away with a member of staff to enable them to spend a significant day together. The staff knew how important this was to the parent. Relatives are welcome to visit where it is safe to do so. This reduces the isolation of being away from extended family.

p.2

Overall experiences and progress of children and parents: outstanding

Children's lived experiences with their parents are captured sensitively in words and pictures. The manager ensures that this becomes part of their overall life story work for the future. This provides an invaluable contribution to helping children understand a significant part of their early experiences.

p.2

How well children and parents are helped and protected: outstanding

The safety of children is at the forefront of practice. The manager and staff balance this carefully in an environment which is not risk averse. This requires considerable courage, commitment and skill. The centre is a family home which means families are assessed in a realistic environment. CCTV recording is kept to a minimum, used only when families are in the initial stages of assessment. Safety is maintained by Inspection report for residential family centre: Rose 3 staff presence and baby monitors rather than cameras. This is very much valued by families.

p.2

How well children and parents are helped and protected: outstanding

Significant incidents are rare. When situations of concern do arise, they are managed competently in terms of keeping children and adults as safe as possible. Staff are skilled at de-escalating situations, and this helps parents to manage their feelings. Records from incidents are excellent and reflect events accurately. As a result, wider professionals can make informed decisions as to whether further actions are required to increase children’s safety.

p.3

How well children and parents are helped and protected: outstanding

Risks and vulnerabilities are well understood through very thorough and robust pre-placement planning. Risk assessment is dynamic and is reviewed constantly to ensure children are safe. The manager and staff are always thinking about the significance of individual situations and link this to what is happening in the wider picture to inform their assessment. There is a good balance of supporting and assessing parents and testing out their abilities to retain their knowledge and make change.

p.3

How well children and parents are helped and protected: outstanding

Parents rarely leave the centre in an unexpected way and there have been no incidents where parents have been missing. There have been no allegations of harm made against staff. This is indicative of the levels of safety and security provided by the team. The manager and staff are clear about how to report concerns to relevant authorities and professionals have confidence that they will follow this through.

p.3

How well children and parents are helped and protected: outstanding

The manager demonstrates an exceptional commitment to her safeguarding responsibilities. She has an insightful approach to maintaining transparent and open practice based on up-to-date research. The manager applies this effectively in the team. New staff are recruited safely through vetting procedures which ensures children and their parents are supported by suitable adults.

p.3

The effectiveness of leaders and managers: outstanding

The manager is assured and confident in her role. She has created a safe space for children, parents and staff. The manager has the courage and competence to manage risk effectively with families. She sees this as essential to undertaking meaningful assessments which provide professionals with good evidence for making decisions about children’s futures.

p.3

The effectiveness of leaders and managers: outstanding

The manager is ambitious for families and has high standards. Her attention to detail is commendable and this sets a high standard for staff. They respond to the manager’s approach with respect and high levels of motivation. Staff say the manager is ‘superb’ and her experience ‘is second to none’. Parents also respect her because she is ‘straightforward’ and ‘reasonable’.

p.3

The effectiveness of leaders and managers: outstanding

The staff team is stable and cohesive with few changes since registration. They have a range of skills and knowledge enabling them to carry out their roles effectively. There are regular opportunities for staff to reflect on their work in supervision and they can make changes and grow because of this. As a result, children and parents Inspection report for residential family centre: Rose 4 benefit from very high standards of practice. Training is ongoing and relevant to families' needs.

p.3

The effectiveness of leaders and managers: outstanding

Leaders and managers are committed to continual improvement. The manager and social worker have developed a process of learning from each placement. This helps them to evaluate and enhance their work going forward. Learning and development is a dynamic process which is particularly important for a relatively new team.

p.4

The effectiveness of leaders and managers: outstanding

The manager has excellent oversight of practice within her own service and external agencies. She challenges her own staff and when external services do not meet a child’s needs, she advocates strongly on their behalf until this is resolved. Professionals respect her opinion and work constructively with her as a result. The professionals I spoke to had confidence in the work of the centre and recommend the service to others.
