provider
The service manager has been registered with Ofsted since October 2023.
p.1
This monitoring visit
Ofsted carried out this monitoring inspection in response to information about a serious incident in June 2024. This information raised concerns about staff’s ability to meet the needs of one child, keep the child and others safe and whether the child was appropriately placed in supported accommodation.
p.1
This monitoring visit
Children’s needs are assessed at the point of referral. This information is used to ensure that each child’s needs can be met in supported accommodation. Overall, these processes were found to be effective. However, in the case of one child, a more thorough assessment of information may have better informed the child’s support plan.
p.1
This monitoring visit
Staff recognise and respond well to children’s changing needs. For example, when one child’s needs, risks and behaviours escalated, staffing levels were increased and care practice adapted to help manage and minimise risks such as criminal exploitation. This was done in collaboration with the child’s social worker, the police and specialist outreach safeguarding services. However, despite staff’s best efforts, concerns for the child’s welfare remain. Consequently, the manager is rightly reviewing the suitability of the placement in partnership with the child’s placing authority. Inspection report for supported accommodation provider - monitoring visit: We Care Nursing Services Ltd 2 Other shortfalls were identified during this visit. As well as the incident which led to this monitoring visit, at least two other significant incidents involving the child were not notified to Ofsted. In addition, the provider has failed to submit the six-month

quality of support review, despite being registered for over eight months. This has prevented Ofsted from having effective oversight of the service.
p.2
This monitoring visit
Staff appropriately challenge and discourage the child from smoking in the house. However, the fire safety risk assessment has not been reviewed to include this increased fire risk and ensure that suitable arrangements are in place in the event of a fire.
p.2
This monitoring visit
The staff team is made up of a core team supplemented with agency workers. Although managers seek assurances that agency workers have been suitably recruited, there is no record of these checks being maintained.
p.2
This monitoring visit
Staff have undertaken training in previous employment which they use in their current roles, such as the use of breakaway techniques. However, managers have not assured themselves of the detail of this training to ensure it fits with their own policies and procedures.
p.2
This monitoring visit
Debriefs following significant events allow staff and children to reflect and learn. However, these discussions are not recorded. Inspection report for supported accommodation provider - monitoring visit: We Care Nursing Services Ltd 3
