p.1
improvement to be good
Parents say that they have good relationships with some of the staff and management, but poor relationships with others. Some parents comment that they often do not know where they are in their assessments and whether they are making progress. Some parents comment that they have felt patronised by certain members of staff.
p.2
improvement to be good
Some parents have little faith in the centre’s complaints procedures and at times do not feel listened to. Leaders have recently introduced a new complaints process and parents are cautiously hopeful that this will improve this matter.
p.2
improvement to be good
Families’ placement plans and registration agreements are not consistently clear or comprehensive. Some records are incomplete and do not highlight individualised placement objectives and how these are to be achieved.
p.2
improvement to be good
The centre is yet to submit a final court report. However, reports produce by the social work team are of a good standard. These include mid-term progress reports and reports for the placing local authorities.
p.2
improvement to be good
Parents are encouraged to attend groups that are run by the local children centre. This can include bouncing baby and young parent’s sessions. Parents can participate in key work sessions that cover areas such as domestic violence, parental relationships, and healthy eating.
p.2
improvement to be good
The centre offers parents weekly counselling sessions provided by a qualified person- centred counsellor. Direct work sessions carried out by the social workers are reflective and pertinent to the assessment.
p.2
improvement to be good
Families’ rooms are spacious and the centre has a cosy feel. However, the fenced off play area in the back garden needs levelling, as its unevenness could be a hazard for toddlers. The outside play equipment also needs cleaning.
p.2
improvement to be good
Staff have a good knowledge of child protection, safeguarding and the whistleblowing procedure.
p.2
improvement to be good
Managers understand safeguarding thresholds and have applied appropriate discretion regarding notifications made to the regulatory body. Inspection report for residential family centre: Hawaii Lodge Limited 3 Risk assessments are in place and are reviewed regularly. However, when these are updated, the details captured are brief and do not fully consider the impact on a family’s progress or their assessment.
p.2
improvement to be good
Parents are encouraged to develop their own safety plans as part of their assessment.
p.3
improvement to be good
Recordings of incidents is detailed. However, management oversight of the next steps to be taken is poor.
p.3
improvement to be good
The centre’s use of CCTV is appropriate and provides an additional level of scrutiny during the assessment process. Families are aware of the centre’s use of CCTV and audio monitoring devices, with signed agreements in the family file.
p.3
The effectiveness of leaders and managers: inadequate
Leaders and managers do not have effective monitoring and review systems. There is little evidence to show how leaders and managers evaluate the assessment process. For example, reports do not give an accurate reflection of the practice and conduct of the centre. The quality of some records is poor. These include families’ plans, registration documentation, risk assessments and complaints information.
p.3
The effectiveness of leaders and managers: inadequate
Safe recruitment procedures are in place. However, managers do not consistently record when they have carried out a verbal verification of a reference.
p.3
The effectiveness of leaders and managers: inadequate
Supervision records for the staff and managers are not available. As a result, it has not been possible to determine the quality and effectiveness of supervision. Some members of staff were able to confirm that they do receive supervision, but they do not receive any minutes.
p.3
The effectiveness of leaders and managers: inadequate
Arrangements for external supervision for the registered manager are not clear to determine whether these take place on a regular basis.
p.3
The effectiveness of leaders and managers: inadequate
Staff feel supported by the social workers, the centre’s counsellor, the deputy manager and the registered manager. However, there is little in the way of structure or management tools that evidences this support.
p.3
The effectiveness of leaders and managers: inadequate
Staff indicate that there are regular team meetings. However, records, to validate that these meetings regularly occur were unavailable.
p.3
The effectiveness of leaders and managers: inadequate
Staff indicate that they receive their mandatory training. However, there is no clear training or development plan in place to show that the training carried out by staff is specific to residential family centres, including receiving training in areas such as parenting assessment methods, adult mental health, trauma, and attachment.
p.3
The effectiveness of leaders and managers: inadequate
The centre’s disciplinary policy needs to be reviewed to ensure that a clear and robust process is in place when dealing with staffing matters. Inspection report for residential family centre: Hawaii Lodge Limited 4 The centre is in the process of transferring all information and communications over to an electronic system.
