Inspection report for supported accommodation provider - monitoring visit: Jolis Care Limited 1 Jolis Care Limited
p.1
Inspected under the social care common inspection framework
p.1
provider
A private provider owns and operates this supported accommodation service. The service can accommodate up to five children and young people living in two shared premises, one of which is limited to looked after children and care leavers.
p.1
provider
The service manager has been registered since March 2024.
p.1
This monitoring visit
Ofsted carried out this monitoring inspection after receiving information that the provider had admitted a child who is outside of the scope of the supported accommodation regulations. Additional concerns about the quality of support and the ability of staff to keep the child safe were also raised.
p.1
This monitoring visit
The inspector visited one property where the child was being accommodated. The child was reported missing and was not spoken to during the visit. No other children were being accommodated in this property.
p.1
This monitoring visit
The registered service manager, who is also the owner and nominated individual, has not ensured that the needs of all children can be met in line with the supported accommodation regulations and that their placements are suitable on admission. For example, despite a child being under the age of 16 years old, having needs beyond the scope of supported accommodation and being on a deprivation of liberty order, the manager chose to admit the child knowing that this was beyond the scope of supported accommodation. This was not in the best interest of the child or staff and has placed the child and others at risk of potential harm.
p.1
This monitoring visit
Documents seen do not provide an accurate and up-to-date picture of the child’s known and emerging needs, behaviours, risks and vulnerabilities. This means that Inspection report for supported accommodation provider - monitoring visit: Jolis Care Limited 2 staff practice is mostly reactive to incidents rather than a planned and effective approach to managing and reducing risk-taking and challenging behaviour.
p.1
This monitoring visit
Since the child was admitted, there have been several serious incidents that have not been managed effectively by staff, and a number of these required police intervention. Staff do not have sufficient experience and skills to engage the child and support them to manage and reduce their risk-taking behaviours. Additionally, there is an absence of management oversight and support. As a result, staff have failed to take sufficient action to prevent some incidents from escalating. In some cases, this has placed the child, staff and others at unnecessary risk of harm.
p.2
This monitoring visit
There are examples of staff using physical restraint. However, insufficient recording means that it is difficult to assess whether these restraints were necessary or proportionate. There is no evidence that the manager has quality assured staff practice to ensure that it is lawful and not harmful to the child. In addition, there is no evidence that staff have tried to engage the child in any meaningful discussion or work to reflect on incidents and reduce risk-taking behaviour.
p.2
This monitoring visit
The manager has failed to notify Ofsted of any serious incidents, including physical restraints. This is contrary to the supported accommodation regulations and has prevented Ofsted, as the regulator, from having effective oversight of the service.
p.2
This monitoring visit
The manager does not provide adequate support for staff. Staff do not receive formal supervision, and there is no evidence of staff being debriefed following serious incidents. As a result, staff practice is not reflected on and used to improve the approach taken to supporting the child and managing risk. Consequently, there is no emphasis on reducing risk-taking behaviour that places the child and others at risk of harm.
p.2
This monitoring visit
As a result of the findings from this visit, Ofsted took the decision to issue an emergency notice suspending the registration of the provider and a notice suspending the registration of the service manager. Ofsted will keep these notices under review. Inspection report for supported accommodation provider - monitoring visit: Jolis Care Limited 3
