Inspection report for children's home - monitoring visit: 2741744 1 Registered provider: V-Care Homes (UK) Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home registered with Ofsted in August 2023 and is privately owned. It provides care for up to five children who experience social and emotional difficulties.

p.1

Information about this children’s home

The registered manager has been absent from the home since December 2023 but has not cancelled their registration as required.

p.1

Information about this children’s home

No children were living at the home at the time of this visit.

p.1

This monitoring visit

This children’s home was judged inadequate at the full inspection on 29 and 30 January 2024. As a result, a notice restricting accommodation in the home was issued on 2 February 2024.

p.1

This monitoring visit

A monitoring visit took place on the 27 March 2024 to monitor the provider’s compliance with the notice restricting accommodation and to assess any progress made since the last inspection. Due to the lack of progress and serious concerns raised at the monitoring visit, a suspension notice was issued on 28 March 2024.

p.1

This monitoring visit

This visit was undertaken to monitor the provider’s compliance with the suspension of accommodation and any progress made to address the concerns previously raised.

p.1

This monitoring visit

The director, who was previously the responsible individual, supported this monitoring visit. A new manager has been in post since March 2024 but has not applied to register with Ofsted. Following this monitoring visit, Ofsted was informed that the manager has since resigned. Ofsted has been notified of the appointment of a new responsible individual. However, at the time of this monitoring visit the correct procedure had not been followed to formally recognise the change and the director remained listed as the responsible individual. Inspection report for children's home - monitoring visit: 2741744 2 Since 28 March 2024, no children have lived in the home. The provider is complying with the suspension notice.

p.1

This monitoring visit

Since the monitoring visit, an independent consultant has been commissioned to support leaders and managers to make improvements. Leaders and managers are implementing systems that promote the continuity of care for children, as well as compliance with the regulations and quality standards.

p.2

This monitoring visit

Leaders have provided managers and staff with greater clarity on how to respond to safeguarding concerns to promote the care and protection of children. Leaders and managers acknowledge that a lack of management oversight and leadership of the day-to-day activities in the home contributed significantly to placing children at risk of harm.

p.2

This monitoring visit

Leaders and managers are updating the processes of assessing children’s needs, creating safety plans for behaviour support plans, updating the approach to key- working sessions and improving general recording. They have identified gaps in staff skills and knowledge and are providing further training.

p.2

This monitoring visit

Action has been taken to address some of the concerns raised at the full inspection and subsequent monitoring visit and there is a responsible individual in post. However, as the manager has recently resigned, and poor leadership contributed to the shortfalls previously, it is Ofsted’s view that the leadership may become unstable again. Therefore, Ofsted is of the view that a further period of suspension is necessary until the leadership and management of the home stabilises.

p.2

This monitoring visit

As no children were living at the home at the time of this inspection, all of the requirements from the full inspection are restated. Inspection report for children's home - monitoring visit: 2741744 3
