Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children's home: 2675902 2
p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
The child feels safe at the home and in the community. Staff work effectively according to safety plans, which means that the child is always supported by two members of staff. New risks identified for the child are discussed, and plans are understood by staff. Staff continue to develop positive relationships with the child. The child’s social worker is happy with the level of care provided.
p.2
Findings from the inspection
Staff demonstrate resilience in managing the child’s behaviour and maintaining boundaries. Staff talk to the child about their behaviour, the consequences for the child and the impact on others. This can be in the moment or in key-working sessions. Incidents involving the child and call-outs to the police by staff have been reduced. The child said that there is less reason for them to get angry and display unwanted behaviour as they feel settled.
p.2
Findings from the inspection
Staff encourage the child to engage in education. Staff work according to an education support plan that offers incentives for the child to attend school. Despite staff’s efforts, the child’s engagement in education currently is variable.
p.2
Findings from the inspection
Staff offer the child a range of opportunities to engage in leisure activities. These include evening walks, trips to the gym, bike riding and go-karting. The child enjoys these activities, all of which they have chosen.
p.2
Findings from the inspection
Staff respond effectively to the child’s wishes and feelings. A staff rota has been placed on a wall in the home at the request of the child. This enables the child to know which staff will be working. Consequently, the child can plan which activities they wish to do, such as going for a car ride or a long walk, depending on which staff are available. The child’s views have been listened to in respect of a request for a longer curfew period. The child understands the reasons why this may not be possible currently, to ensure their safety.
p.2
Findings from the inspection
Staff support the child with their independence skills. The child cooks meals for staff and regularly goes shopping with staff. Staff will be supporting the child with their pathway plan in the next month.
p.2
Findings from the inspection
Leaders and managers have made progress in addressing the requirements made at the last inspection.
p.2
Findings from the inspection
Leaders and managers have addressed shortfalls in respect of the training offered to staff to meet the specific needs of the child. Leaders and managers have reviewed the training offer to staff and agreed to commission a different training hub that will meet the staff’s learning and development needs. Assurance inspection report for children's home: 2675902 3 Leaders and managers have refined their auditing processes to ensure that the home’s protocols are adhered to when the child goes missing from home. This auditing has provided leaders and managers with greater oversight and monitoring of the day-to-day activities of staff. Consequently, they have seen an improvement in staff practice, such as general recording.
p.2
Findings from the inspection
However, shortfalls remain in the specific recording of incidents, specifically when restraint has been used.
p.3
Findings from the inspection
Leaders and managers respond promptly to allegations made against staff. Leaders and managers work with the local authority designated officer, police and the child’s social worker to ensure that the child remains safe from harm. However, not all staff understand their responsibilities in respect of whistle-blowing and reporting of an allegation by the child.
p.3
Findings from the inspection
Staff are supported by leaders and managers in carrying out their roles. Leaders and managers are approachable and available to staff. They respond swiftly to poor practice or concerns about the conduct of staff. This ensures that the child receives a consistent level of care.
