Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
Findings from the inspection
The children’s needs are well understood by the registered manager, the deputy manager and the staff team. Staff respond effectively to safeguarding matters and respond appropriately to matters of concern. The children placed at the home often come from a vulnerable situation. Managing the risks for the individual child and for the group of children is, at times, complex.
p.2
Findings from the inspection
The management and leadership team meet weekly to discuss the progress of the children and any safeguarding issues. Concerns are shared with the relevant agencies, and monthly summaries are sent to each child’s social worker. The manager and deputy manager attend strategy meetings.
p.2
Findings from the inspection
Staff are skilled at de-escalating situations. Staff are suitably trained to use physical intervention; however, incidents of restraint have been infrequent since the last inspection. Staff said that they worked well as a team and felt supported by the manager. They said they had opportunities to reflect together on how incidents are managed in handovers, at team meetings and in supervisions.
p.2
Findings from the inspection
Staff are proactive when children go missing from the home. They are in regular contact with the children, their families and other agencies to ensure that children are safe. Staff have good links with local schools, support services and the police. When necessary, children are linked with support services to help them reduce risks associated with smoking, alcohol and substance misuse. Children are encouraged to meet with an independent advocate.
p.2
Findings from the inspection
Two children who had recently moved into the home said that they liked the staff and the other children. They said that they felt welcomed and had no concerns about the home.
p.2
Findings from the inspection
Staff receive regular supervision that considers and prioritises children’s needs and their own personal development. Staff show a good knowledge and awareness of safeguarding procedures, including managing allegations and whistle-blowing processes.
p.2
Findings from the inspection
Leaders and managers require further training in how they consider the support needs of children moving into the home. This is to prevent the provider from accepting children whose needs cannot be met in the home. Two children previously admitted to the home had needs beyond the staff’s experience and knowledge.
p.2
Findings from the inspection
The requirement and one recommendation from the previous inspection have been met. One recommendation has been restated. Assurance inspection report for children’s home: 2709800 3

Recommendation
The registered person should ensure that children’s homes should seek as far as possible to maintain a domestic rather than ‘institutional’ impression; use of language on forms and in the home should reflect this and make references to ‘children’ and ‘home’.
