p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is operated by a private company. It is registered to provide care for up to three children who may have experienced childhood trauma which has led to unmet emotional needs that require specialist care and support.

p.1

Information about this children’s home

The manager registered with Ofsted in May 2022.

p.1

This monitoring visit

An assurance inspection carried out on 1 November 2023, found serious and widespread concerns in the protection of children and poor leadership and management of the home. As a result, a notice to suspend the registration of the home and compliance notices for regulation 12, the protection of children standard, and regulation 13, the leadership and management standard, were issued.

p.1

This monitoring visit

On 2 January 2024, Ofsted carried out a monitoring visit. This monitoring visit found that leaders and the manager had not met the steps set out in the regulation 12 or regulation 13 compliance notices. A decision was made for the notice suspending the accommodation of the home to remain in place and a further compliance notice was issued in relation to regulation 13 (the leadership and management standard).

p.1

This monitoring visit

This visit was carried out to monitor the suspension notice and to review the actions taken by the registered provider to meet the compliance notice issued following the last inspection. Inspectors found that the provider has complied with the suspension notice. No children have lived at the home.

p.1

This monitoring visit

This monitoring visit found that the compliance notice for regulation 13 (the leadership and management standard) has been met. As a result, the notice to suspend registration lapsed on 24 January 2024.

p.1

This monitoring visit

The registered manager has assessed staff practice through observations in the homes that they are currently working at within the organisation. The registered Inspection report for children’s home – monitoring visit: 2677270 2 manager has spoken to children, staff and other managers to understand how each staff member is performing and any practice concerns. Individual staff performance development plans identify any further gaps for the manager to consider in helping staff practice. The plans are helping staff to develop the skills and knowledge they need to safely care for children.

p.1

This monitoring visit

Staff have completed a range of training courses, including courses on the safeguarding of children, missing from care, behaviour management and exploitation. After the training is concluded, staff complete a written test. This helps the registered manager to understand if staff have acquired the skills and knowledge to keep children safe and meet their needs. The registered manager and responsible individual have also completed training to develop their own skills and knowledge.

p.2

This monitoring visit

Staff now receive supervision that promotes their professional development. This is enabling staff to carry out their role effectively and understand their roles and responsibilities in keeping children safe.

p.2

This monitoring visit

Team meetings provide staff with an opportunity to reflect on practice. The registered manager has implemented an agenda for future team meetings to discuss themes and patterns emerging from his oversight of the home.

p.2

This monitoring visit

The registered manager and senior managers have carried out an internal review of all significant incidents that have happened at the home. They have completed a learning review to understand what happened and any changes required to care practices. This has helped the management team reflect on the shortfalls identified from the last assurance visit and make the necessary improvements to inform future practice.

p.2

This monitoring visit

The registered manager and responsible individual have implemented an action plan. This is to help address the failures identified from their internal review of staff practice, management of incidents, safeguarding and care planning arrangements for children. Until a child moves to the home, the effectiveness of this action plan is yet to be tested.

p.2

This monitoring visit

There are no children living at the home, the provider is unable to demonstrate if they have met regulation 8 (the education standard) and regulation 45 (review of quality of care standard). As a result, these requirements remain unmet. Inspection report for children’s home – monitoring visit: 2677270 3
