Inspection report for children’s home - monitoring visit: 2677270 1 Registered provider: TJY Care Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is operated by a private company. It is registered to provide care for up to three children who may have experienced childhood trauma which has led to unmet emotional needs that require specialist care and support.

p.1

Information about this children’s home

The manager registered with Ofsted in May 2022.

p.1

This monitoring visit

An assurance inspection carried out on 1 November 2023 found serious and widespread concerns in the protection of children and the leadership and management of the home. As a result, a notice to suspend the registration of the home and compliance notices for Regulation 12, the protection of children standard, and Regulation 13, the leadership and management standard, were issued.

p.1

This monitoring visit

The purpose of this visit was to monitor the registered provider’s compliance with the notice suspending the home’s registration as well as review the actions taken by the provider to meet the compliance notices.

p.1

This monitoring visit

This monitoring visit found that leaders and the manager had not met the steps set out in the Regulation 12 or Regulation 13 compliance notices.

p.1

This monitoring visit

Leaders and managers have failed to carry out a review of each individual staff members’ skills and competencies. As a result, it is not known what, if any, gaps exist in their practice.

p.1

This monitoring visit

Staff performance development plans do not address shortfalls in individual staff’s knowledge or practice. For example, plans are not individualised for each member of staff. Where shortfalls in individuals’ practice have been identified by managers, they have not been included in the relevant staff member’s performance development Inspection report for children’s home - monitoring visit: 2677270 2 plan with clear actions and timeframes for when these will be achieved. Leaders and managers have not ensured that these plans provide them with the confidence that staff can carry out their roles and responsibilities effectively.

p.1

This monitoring visit

Staff do not receive effective training that helps them carry out their roles and responsibilities effectively. During this monitoring visit, the registered manager was unable to explain the contents of training that staff have received. He did not know what certain topics meant, such as ‘cuckooing’ and ‘safer caring. This does not provide Ofsted with reassurance that staff receive training that promotes their learning and overall continuous professional development.

p.2

This monitoring visit

Management oversight of the home is disorganised. The registered manager said staff have completed scenario-based assessments in a written format. The registered manager could not locate them, and later he said they have not been completed.

p.2

This monitoring visit

The review of previous children’s placements is poor and does not consider all of the shortfalls identified at the previous inspection, including the impact this has had on the children. In addition, it does not consider the lead-up to these shortfalls, the significant incidents that occurred or the appropriateness and effectiveness of the strategies used. As a result, it is not evident that the leaders and the manager have considered the learning from these events and implemented actions to improve practice.

p.2

This monitoring visit

Leaders and the manager have failed to produce a written action plan with time frames, outlining how they will address the shortfalls identified from the previous assurance visit or their own reviews. This means that there has been a lack of progress in addressing the shortfalls from the last inspection.

p.2

This monitoring visit

The registered manager’s six-monthly quality of care review report is poor and does not accurately reflect the quality of care provided to children. This is because the registered manager’s review shows that the progress children were making was positive, despite the several shortfalls identified at the previous assurance visit. The registered manager said that he was in a rush to complete this, and the director said he did not have any oversight of this review before it was submitted to Ofsted. This demonstrates that the management oversight of the quality of care and safeguarding arrangements for children is inadequate.

p.2

This monitoring visit

The notice to suspend the registration of the home has been adhered to, and no children have moved into the home since the last assurance inspection. Compliance with the requirements made in relation to Regulation 8, the education standard, issued at the previous two inspections was not considered during this inspection.

p.2

This monitoring visit

As a result of this inspection, Ofsted made the decision to keep the notice suspending the registration of the home in place, and a compliance notice was issued again in relation to Regulation 13, the leadership and management standard. Ofsted made the decision not to re-issue a compliance notice under Regulation 12. This is because some action has been taken to address the steps under this notice. Inspection report for children’s home - monitoring visit: 2677270 3 However, they were not sufficient to deem the notice met. The remaining actions, relating to staff knowledge, competency and training, from the Regulation 12 notice are addressed by the reissuing of the Regulation 13 notice.
