p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with The Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children's home: 2726852 2

p.1

Findings from the inspection

We did not find any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

Leaders have taken the decision to offer a solo placement to the child living in the home. They have created a stable home environment for the child and built on the progress made since the last inspection. This means the child is protected and the environment is calm, with bespoke, individualised care being provided.

p.2

Findings from the inspection

Improvements in leadership and management have significantly reduced the number of incidents occurring in the home. Leaders and managers have provided more support to staff, including making advice and consultation available from a psychologist and an experienced neurodevelopmental practitioner. This helps the staff understand the child’s needs well. Staff are confident in using techniques that ensure challenging situations do not escalate. They create space and use sensory toys, so that the child is calm.

p.2

Findings from the inspection

The calm home environment has allowed the child to settle and make progress with their education. They have also been able to access leisure activities, with opportunities to see their friends and family. This is a strength. Staff have undertaken sensitive and thoughtful direct work that has helped the child understand complex information about court processes. Staff have ensured the child has opportunities to have their voice heard.

p.2

Findings from the inspection

Leaders and managers have responded to the outcome of the last inspection in August 2023 with an action plan in place to address the recommendations and requirements. A new manager and deputy manager were appointed in November 2023. They recognise there is still more to do so that there is evidence of consistent progress in the management of the home and to ensure all requirements are met. They have prioritised the creation of a safe environment, with staff who have the skills and experience needed to provide good care to the child who is living in the home.

p.2

Findings from the inspection

Staff spoke of the changes since the last inspection and the creation of a learning environment, so there are opportunities to develop their skills and confidence. As a result, they are better able to meet the child’s needs. Staff have received training from the police about missing-from-home protocols and they know what to do if a child goes missing.

p.2

Findings from the inspection

There are still areas for leaders and managers to develop so that the home continues to improve. Relationships with the child’s professional network need to be strengthened so there is regular communication with multi-agency partners, visits from the social worker and involvement of the independent reviewing officer. Assurance inspection report for children's home: 2726852 3 Placement planning meetings and care plans are not updated when the child’s circumstances change. This means the child’s journey and their expected outcomes are not recorded.

p.2

Findings from the inspection

Staff are clear about the home’s medication procedures and training has been provided, however, they are not following the procedures consistently.

p.3

Findings from the inspection

Safer recruitment information is not easily accessible and risk assessments are not always completed when necessary.
