Inspection report for children’s home - monitoring visit: 2731370 1 The Gateshead Group Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is owned by a private provider. It offers care for up to three children who experience social and emotional difficulties. At the time of this visit, two children were living in the home.

p.1

Information about this children’s home

The registered manager has been in post since June 2023.

p.1

This monitoring visit

During the full inspection on 7 and 8 November 2023, Ofsted identified serious and widespread concerns in relation to the care and protection of the children living in the home. The judgement was inadequate and Ofsted served and emergency notice suspending the homes registration. As a result, leaders and managers were required to work with the children’s placing authority to support children to move out of the home.

p.1

This monitoring visit

Following the previous inspection, one child moved out of the home. Staff supported them to visit their new home before they moved. Leaders and managers shared information between professionals to allow for appropriate future care planning. However, the provider continues to care for two children who remain living in the home despite the homes registration being suspended. Leaders and managers are working with the placing authority to help find suitable homes for the children.

p.1

This monitoring visit

During this time, where the provider continues to operate in a suspended setting, leaders and managers are accepting additional support and visits from the placing authority. Children receive daily visit from their social worker and the placing authority has provided additional staffing to support the children.

p.1

This monitoring visit

Since the last inspection, there has been a reduction in behaviours that staff find difficult to manage. As a result, restraint has not been used, nor have staff needed Inspection report for children’s home - monitoring visit: 2731370 2 to call the police to help them to support the children. On one occasion, a child was reported missing from the home and staff followed the agreed protocols. Despite this, staff have not yet been provided with the training opportunities that they require to address the weaknesses in the care that is provided to children. Furthermore, staff have not been helped to reflect on, and learn from, the concerns that were highlighted. Leaders and managers explained that this is because of the practical challenges of carrying out this improvement work alongside continuing to care for the two children living in the home.

p.1

This monitoring visit

Staff do not help children to safely repair their fractured relationships effectively. There has been at least one significant conflict between children since the last inspection. Records do not clearly demonstrate what happened and indicate that staff are not sufficiently curious when children are upset or angry.

p.2

This monitoring visit

Children do not receive sufficient care that supports their emotional well-being. Staff did not offer a child support when they sought this from them and subsequently a self-harm incident then occurred. Following these incidents, staff offer first aid and a chance for children to discuss the incident. However, this is a reactive measure and often one children decline. These poor relationships are not effective in ensuring children get the support they need at the right time.

p.2

This monitoring visit

Leaders and managers have identified some learning since the previous inspection. However, there is a lack of action to make required changes to address the concerns and improve the care of children . For example, positive and healthy routines and boundaries have not been agreed so they cannot be consistently promoted by staff. In addition, leaders and managers have not reflected on their responses to the concerns that were raised by professionals before the last inspection. Consequently, important lessons have not been learned to ensure that the same mistakes are not repeated.

p.2

This monitoring visit

There has been one team meeting since the last inspection. This meeting included input from specialist mental health services. Advice and guidance were shared with the team about the mental health needs of children, the importance of routines and boundaries, and the importance of positive relationships between staff and children. However, this guidance is yet to be incorporated into the daily care that is provided to children.

p.2

This monitoring visit

The registered manager outlined some changes that they intend to make to the care that the home offers. This includes ensuring that a thorough assessment is carried out of the needs of children and their associated risks before they move into the home. The registered manager also explained that staff recruitment files have been audited to ensure that staff are suitable to work with children.

p.2

This monitoring visit

Despite outlining some areas for intended improvement, an action plan to aid development has not been implemented. Leaders and managers have not carried out a robust review of their current monitoring and review systems to ensure that they are effective in helping them to understand the quality of care that is provided Inspection report for children’s home - monitoring visit: 2731370 3 to children. As a result, there is a lack of learning and reflection from the previously identified shortfalls.

p.2

This monitoring visit

Leaders and managers have not demonstrated how they are identifying learning and using this to address the weaknesses in practice to ensure that they improve. A compliance notice for Regulation 13 of The Children’s Homes (England) Regulations 2015 has been issued, and the requirements from the full inspection have been restated.
