Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

The childminder does not have a suitable understanding of how to identify and manage child protection concerns. She has not notified Ofsted that she is working with assistants and does not ensure children are supervised at all times when the assistants are present. Furthermore, she does not always ensure that her mobile phone policy is implemented. This compromises children's safety.

p.2

The provision is inadequate

The childminder has not used professional development to keep herself up to date. She is not sharing appropriate information with parents and carers about children's learning and development. She lacks knowledge of what a curriculum is. Therefore, she has not identified what she wants children to achieve. Although she carries out an assessment of children's development, she is not clearly establishing what they can already do and, crucially, not focusing on where they need support. The childminder's interactions with children are extremely limited and she mainly sits and watches them play. Children spend their time selecting one toy after another and attempting to play with it. However, the organisation of the space restricts what they can do and their ability to engage with the toys.

p.2

The provision is inadequate

The children form bonds with the childminder and settle quickly when they are new. However, the childminder does not support them to build relationships with each other or to regulate their emotions. They either play in parallel or have frequent disagreements, as they become frustrated if another child wants to join their play.

p.2

need to do better?

n The childminder has failed to address most of the actions set at the last inspection, and there are further breaches of the requirements. Although she has undertaken some professional development, she is not using the information to improve her practice. She still has gaps in her knowledge and understanding of child protection and has a very poor knowledge of how to promote children's learning and development. n The childminder has failed to notify Ofsted of changes to her circumstances, which is a requirement of her registration. She has also not informed Ofsted that she is now working with assistants, in order that we can check their suitability. In addition, the childminder does not always ensure she supervises the children when the assistants are present. Furthermore, during the inspection, the childminder was allowing an assistant to use their mobile phone in the presence of children, even though this is contrary to her policy.

p.2

need to do better?

n The amount of space available for children to play is insufficient. In addition, during the inspection, the floor of the playroom became so crowded with toys that adults and children struggled to move around or even walk across the room.

p.2

need to do better?

4 December 2023 This was having a significant impact on children's ability to play, and on younger children's ability to learn how to stand and walk. n The childminder does not use her assessment of children's development to identify where she will focus her support. The lack of interaction means that children do not have appropriate opportunities to progress, for example in their communication and language skills. Younger children hear very little language and, as a result, are very quiet. When the childminder does plan an activity, she does not support children to achieve the intended skills. Children made their own sandwiches at lunchtime with the intention of learning how to spread the butter. The children struggled to attempt this, and due to the lack of guidance from the childminder, they quickly gave up. n The childminder follows appropriate hygiene routines, such as when she is changing children's nappies. Children know to wash their hands before they eat

need to do better?

and are developing their independence in this. The childminder provides healthy foods at mealtimes and encourages children to try different foods. n The childminder builds a relationship with parents and carers and gets to know the children and their families. She shares some information about children's development. However, this is not detailed enough to ensure that parents and carers can provide consistency of support. The childminder encourages parents and carers to share the progress check for children aged two years with external professionals to enable any concerns to be shared.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder does not have a suitable knowledge and understanding of how to identify child protection concerns. She is not familiar with local reporting procedures. The childminder is not vigilant in checking on absences of children. She does not ensure that adults are suitably checked or that she does not leave children unsupervised in their presence. In addition, she does not ensure her mobile phone policy is followed to ensure children's safety. The childminder does ensure the premises are secure and that the risk assessment for her dogs promotes children's safety.
