p.1
The provision is inadequate
The childminder does not plan an ambitious curriculum to fully support all groups of children to make steady progress from their starting points. Although she knows that some children need additional support with their behaviour and some with their communication and language development, she does not plan effectively to meet their individual needs adequately. As a result, children do not develop strong foundations for future learning.
p.2
The provision is inadequate
The childminder does not provide consistent opportunities for children to learn to keep themselves safe. For example, when children crawl under the furniture or sit on their knees on the chair, people who work directly with the children do not guide them to care for their personal safety.
p.2
The provision is inadequate
The childminder does not organise space effectively to create an environment in which children are enabled to focus and concentrate during activities. This, together with weak strategies to manage children's behaviour, means that the environment often gets noisy and disorderly. These weaknesses significantly compromise children's learning experiences.
p.2
The provision is inadequate
Babies show they are happy as they cuddle in the childminder's arms for comfort. Children show curiosity to explore. However, weaknesses in planning mean their interests are not always sustained.
p.2
need to do better?
n The childminder does not demonstrate the capacity to evaluate the provision effectively and to plan for and sustain improvements. This has resulted in repeated breaches of the learning and development and safeguarding and welfare requirements, and it has a significant impact on children's experiences at the setting. n The childminder does not ensure that everyone who works directly with the children understands the setting's policies and procedures. This includes child protection and the procedures to follow in the event of an emergency. These weaknesses in leadership mean that children's safety is not assured. n Curriculum planning and implementation are weak. For example, during a book reading activity, some children do not participate, and they are not supported to engage in alternate, purposeful activity. Some children engage in the activity, but the childminder and her assistant do not support them effectively to learn to

Some children, particularly younger children and those who are quiet, are left for periods of time without quality interactions from the childminder and her assistants. Children do not have consistent opportunities to build on their communication and language development. Furthermore, they wander aimlessly and are not stimulated to engage in activities that interest them. n The childminder does not ensure that everyone who works with children has the knowledge and skills to deliver quality learning and development experiences for children. This compromises the overall quality of the provision. n The curriculum for children's personal, social and emotional development is not implemented effectively. The childminder does not support individual children effectively to learn to manage their emotions and to understand the impact of their behaviour on others. children's progress towards next stages in their learning. n The childminder does not ensure that all parents are informed of changes to people who work directly with the children, including any assistants awaiting suitability checks by Ofsted. Parents are not always updated of important matters relating to their children's time at the setting. n The childminder provides healthy foods for children. She provides opportunities for children to exercise in fresh air, for example during outings to parks and walks to local shops. Overall, children are encouraged to be physically active. n The childminder introduces children to celebrations around the world and introduces them to traditional foods. This supports children to build on their understanding of difference in people. n Parents provide positive views about their children's time at the setting. The childminder invites parents for 'meet and greet' sessions, such as during

Safeguarding
The arrangements for safeguarding are not effective.

Safeguarding
The childminder does not ensure that all assistants who work with the children know how to identify and refer child protection concerns. Some assistants do not demonstrate an understanding of the procedures to follow in the event of an allegation. Risk assessments are not fully effective to ensure that children do not have access to material which is not meant for their use. For example, pet food is left within reach of young children. The childminder does not ensure that fire exits are free from obstruction. She does not ensure that all those who work with children know the procedures to follow in the event of an emergency. The childminder and some of her assistants demonstrate knowledge of signs and symptoms of abuse and neglect. The childminder ensures that people whose suitability has not been checked are not left unsupervised with children.
