Inspection report for children’s home - monitoring visit: 2556338 1 BTTLR Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is privately owned and provides care for one child who may require support with their social and emotional health needs.

p.1

Information about this children’s home

The home is led by a suitably qualified and experienced manager who is registered with Ofsted.

p.1

Information about this children’s home

This visit was carried out remotely, using an online platform.

p.1

This monitoring visit

This home was judged inadequate at the full inspection on 5 and 6 June 2023. Serious and widespread failures were identified in the leadership and management of the home and the protection of children, resulting in a notice restricting accommodation being issued.

p.1

This monitoring visit

On 31 August 2023, Ofsted issued a second notice restricting accommodation to prevent any new children being admitted. During a monitoring visit on 5 October 2023, adequate improvements were found and the notice restricting accommodation was lifted.

p.1

This monitoring visit

The home had been without a registered manager since January 2022. The responsible individual has appointed a new manager, who commenced work on 28 June 2023 and subsequently became registered manager on 6 October 2023. He is the registered manager for this home and another home run by the same provider. The manager is sufficiently qualified and experienced.

p.1

This monitoring visit

During a suitable person interview on 4 August 2023 with the nominated responsible individual, it became Ofsted’s view that the responsible individual does not have the Inspection report for children’s home - monitoring visit: 2556338 2 capacity, experience or skills to supervise the management of the home. The nominated responsible individual has not worked in or managed a children’s home. They do not have any previous leadership experience in children’s residential care to draw on. The nominated responsible individual has failed to successfully challenge the poor practice of previously employed managers in the settings. This has contributed to long periods without a registered manager between January 2022 and October 2023. This regulatory breach of Regulation 26 of The Children’s Homes (England) Regulations 2015 resulted in a compliance notice being issued on 9 October 2023.

p.1

This monitoring visit

A remote monitoring visit on 20 November 2023 established that this compliance notice had not been complied with. The responsible individual has made some progress in recruiting a new responsible individual but has not yet carried out the required safer recruitment checks. The responsible individual is of the view that she requires more time to fulfil the compliance notice.

p.2

This monitoring visit

Progress against the requirements made at the full inspection were not reviewed at this visit and will be considered at the next inspection. A compliance notice will be issued again in respect of the nominated responsible individual. Inspection report for children’s home - monitoring visit: 2556338 3
