Inspection report for children’s home - monitoring visit: SC476083 1 SC476083 Radical Services Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home registered with Ofsted in 2015 and is run by a private organisation. It provides care for up to three children.
p.1
Information about this children’s home
The post for a registered manager is currently vacant. A new manager has been appointed and is in the process of submitting her application to register with Ofsted.
p.1
This monitoring visit
During a full inspection on 24 and 25 March 2023, inspectors identified significant shortfalls in safeguarding practice, care planning and leadership and management at the home. As a result, three compliance notices were issued under Section 22A of the Care Standards Act. These related to Regulation 12 (the protection of children standard), Regulation 13 (the leadership and management standard) and Regulation 14 (the care planning standard).
p.1
This monitoring visit
A monitoring visit was carried out on 13 July 2023 to determine whether the provider had met the compliance notices. The compliance notices had been met.
p.1
This monitoring visit
At the time of this visit, no children were living in the home. The provider had informed Ofsted of their intention to keep the home closed so that a manager and additional staff can be recruited and trained. Ofsted imposed a condition on the provider’s registration that means that they must notify Ofsted three months in advance of when they are ready for children to move into the home.
p.1
This monitoring visit
The focus of this visit was to consider the removal of the condition as the provider has notified Ofsted that they are ready to admit children into the home. All the previous requirements were considered at this visit. Inspection report for children’s home - monitoring visit: SC476083 2 Since the last monitoring visit, the provider has recruited an experienced manager who has started working in the home alongside a newly recruited deputy manager. The provider has recruited a full staff team and there are enough staff safely recruited to care for one child until the safer recruitment checks have been carried out for the full staff team.
p.1
This monitoring visit
The manager has been supported by the responsible individual to develop the induction and training plans for all staff. This includes training in safeguarding, whistle-blowing, medication, first aid, physical intervention and child exploitation. Staff who do not have the relevant childcare qualification will be enrolled on completion of their probation period.
p.2
This monitoring visit
The manager has introduced monitoring systems to ensure that she and the responsible individual have regular oversight of staff practice. The manager has a clear understanding of her role and responsibilities and those of her deputy manager. Since joining the organisation, the manager has regularly updated the statement of purpose. She has also removed all internal door locks and decorated and furnished the home to provide a warm, homely feel.
p.2
This monitoring visit
The manager has a good understanding of the organisation’s processes for care planning and risk assessment. She talks confidently of the need to ensure that these align with local authority care plans and are in consultation with the provider’s psychologist. The manager has systems in place to ensure that the staff team understands children’s plans via handovers, supervision and team meetings.
p.2
This monitoring visit
The manager has revised the home’s local area risk assessment. She has identified risks and vulnerabilities and how she and her staff team will mitigate against these. The manager and the deputy manager are already making links with local services, including the police and schools.
p.2
This monitoring visit
The organisation has taken action to meet all of the requirements raised at the last inspection and have recruited a manager and staff team. Therefore, the condition preventing children being admitted to the home will be removed. Inspection report for children’s home - monitoring visit: SC476083 3
