p.1

The provision is inadequate

The childminder compromises children's safety. There are weaknesses in the supervision of children and the deployment of adults working with children. This results in children's welfare not being protected. The childminder does not ensure that everyone who looks after children is able to keep them safe. At times, she does not challenge unsafe or poor practice, which compromises children's safety. Also, on occasion, the childminder is uncertain of how many children are in her care.

p.2

The provision is inadequate

Children's learning and development experiences are variable. The childminder does not have sufficient knowledge of babies' development. This means that she is unable to plan effectively for children's next steps in learning. The childminder has a better understanding of how to support older children's learning. For example, she engages with older children during a painting activity and when playing matching games. However, overall, the quality of education that children receive is inconsistent. As a result, children do not make as much progress as they are capable.

p.2

The provision is inadequate

There are inconsistencies in how the childminder supports children's behaviour. She does not support children to learn to self-regulate their emotions effectively.

p.2

need to do better?

n The childminder has not ensured that everyone who looks after children has a secure knowledge of child protection. Some adults who work with children do not know the procedure to follow if they have concern about a child's welfare or if an allegation is made against their colleague. This means that children's safety cannot be assured. n The childminder does not engage in professional development opportunities. She does not have a good understanding of children's individual developmental and learning needs. The childminder does not plan activities that support children to help them to make good progress. At times, babies and young toddlers are exposed to activities that are not appropriate for their age and stage of development. For example, the childminder encourages younger children to take part in a threading activity, even though they have not yet developed the physical skills to be able to complete this successfully.

p.2

need to do better?

n The childminder does not deploy the adults who work with children effectively. This means that children's needs are not consistently met. For example, when the childminder leaves the room, she does not ensure that children are supervised and kept safe, including while they are eating. n Overall, the childminder shows caring attitudes towards children. However, she does not fully carry out her role as a key person effectively. For example, the

p.2

need to do better?

8 November 2023 childminder does not tailor the care she provides to children's individual needs. At times, she fails to build secure relationships with her key children, as she does not spend quality time with them. This impacts negatively on children's emotional well-being. n The childminder does not manage children's behaviour consistently well. For example, at times, she does not respond appropriately to help children resolve conflict. This leads to children displaying some unwanted behaviour, as they are not clear on what is expected of them and why. n At times, the childminder does not follow health and safety procedures effectively. She does not ensure that all children are accounted for at all times. This puts children at risk in case of an emergency, such as a fire. Furthermore, the childminder does not make sure that the floors on which babies crawl are kept clean. This has a negative impact on their health.

p.2

need to do better?

n The childminder has a limited understanding of how to keep children safe while sleeping. She provides suitable mattresses for some children to sleep on. However, some babies and young toddlers sleep in baby bouncers, which does not ensure their safety or comfort. n Despite weaknesses in the childminder's plans for the curriculum, older children do concentrate on some activities. The childminder provides the resources that children like. For example, children enjoy using musical instruments. They also cosy up for story time. However, overall, the childminder's interactions with children are varied, as there are periods of time when adults have limited interactions with children. This impacts on the quality of education for children. n The childminder maintains friendly relationships with parents. Parents say that the childminder is supportive and helpful in providing practical childcare arrangements, such as being flexible with her working hours.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder has recently attended safeguarding training. She understands how to identify if children may be at risk of abuse. The childminder knows how to make a referral, if necessary, to the relevant authorities. However, the childminder does not ensure that everyone who looks after children is able to keep them safe. For instance, other adults who work with children have a poor knowledge of child protection. The childminder does not ensure that the premises are clean and suitable for young babies. These breaches in requirements mean that the childminder does not assure children's safety.
