p.1

Information about this inspection

 the care of children  the safety of children  the effectiveness of leaders and managers. The inspector has looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with the Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. Assurance inspection report for children's home: 2726827 2

p.1

Outcome from the inspection

We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.

p.2

Findings from the inspection

The inspection was prompted by a complaint made to Ofsted and several concerning safeguarding notifications submitted to Ofsted by the provider.

p.2

Findings from the inspection

Children have strong relationships with staff. These relationships have helped children to have positive experiences. Since the last inspection, one child has made substantial progress. Professionals describe them as being a completely different child. This is credited to the strong relationships the child has with the staff.

p.2

Findings from the inspection

Staff persistently advocate for children’s rights to education. Two children have returned to education. Staff work with education staff to maintain the children’s educational provision. One child has not been able to start education. The child has access to advocacy, and staff have helped them to make a complaint to the local authority. While the child is out of education, managers have arranged for a tutor to visit the home.

p.2

Findings from the inspection

Children say they feel safe. There are plans in place to reduce the risk of self-harm and missing-from-home incidents. These are created and reviewed often with external professionals. Professionals report close working relationships with the staff and the manager. Information is shared freely, and professionals are kept up to date.

p.2

Findings from the inspection

Staff know how to help the children with their behaviours. Plans to help the children with their emotions and behaviours are detailed and child-focused. These plans are clear and explain to staff how best to support the children. Children are central to the development of these plans. There is a clear commitment from leaders and staff to help the children in a sensitive and therapeutic manner.

p.2

Findings from the inspection

Children feel that the rules of the home are not consistent. However, staff help the children to understand each other’s differing needs and why rules and boundaries may be used differently for each child. When children are not responding to the rules of the home, leaders review their placement with the local authority.

p.2

Findings from the inspection

Staff rarely use physical interventions with children. When used on one occasion, there was a practice concern. Leaders acted promptly and investigated the concern involving the local authority designated officer. The investigation outcome has been shared with professionals. Leaders identified learning to improve the care for the children. Assurance inspection report for children's home: 2726827 3 The manager has recently registered with Ofsted, and a deputy manager has been appointed. The deputy manager was already working in a leadership role in the home and has excellent relationships with children. An experienced, responsible individual supports the management team. Managers have met the requirements and recommendations from the last inspection.

p.2

Findings from the inspection

Staff are provided with the skills and support to carry out their roles. Staff now have training in place to meet the needs of the children. Staff are well supported by high- quality supervision and regular team meetings. Safeguarding and the children’s care are a focus of these activities. Staff are confident in raising concerns with managers and are assured they will be addressed. Assurance inspection report for children's home: 2726827 4
