p.1

The provision is inadequate

Breaches to the safeguarding and welfare requirements mean that children's safety is not assured. Assistants do not have a good enough understanding of safeguarding matters to be able to identify and report child protection concerns. The childminder has failed to provide Ofsted with the information needed to check the suitability of assistants. This does not protect children. The childminder and her assistants give consideration to some safety issues, such as ensuring safety gates are closed and checking on sleeping children. However, risk assessment is not always effective in ensuring children's safety. A trailing electrical lead hangs down in an area children can easily access. Additionally, the childminder has not given sufficient consideration to children's safety when dogs regularly visit the premises. The childminder was unable to explain how young children's safety is managed when the dogs are present.

p.2

The provision is inadequate

The weaknesses in care practices do not have a significant impact on children's education and behaviour. Younger children under the age of two years attend the setting. They show that they are content and have established close bonds with adults. Children's language development is generally supported when they sing songs and share books. However, the television is put on during snacks times, which hinders children's opportunities to develop important social skills. Children are fixated on watching the television rather than building connections with others. This does not support their language and communication skills.

need to do better?

n The childminder does not give sufficient priority to self-evaluation. She has identified that she would like to complete staff appraisals but these have not yet been implemented. There are no other identified plans to develop the quality of the provision. This means areas of weakness have not been identified. n The childminder knows what she wants children to learn at the setting, such as building independence and physical skills. She has a secure oversight of children's learning and knows each of the children well. The key-person arrangements generally support children's emotional security within the setting. n Children are keen to explore their environment and are confident to choose resources they want to play with. Children enthusiastically use musical instruments to explore sounds. They excitedly shake the tambourine and move their bodies in response to the sound that it makes. n The childminder's assistants are kind and, overall, attentive to children's needs.

p.2

need to do better?

However, they show some lack of understanding of how to support young children's learning effectively. For example, there are unrealistic expectations for children under two years to learn phonics and letter recognition. n There are effective systems in place to identify and support children with special

18 July 2023 educational needs and/ or disabilities. The childminder ensures parents are consulted with at the earliest opportunity to ensure timely referrals are made when required. n Overall, children behave well at the setting. The assistants provide children with gentle reminders about being kind to others and not throwing resources. Children learn behavioural expectations through everyday routines, such as using 'walking feet' indoors. n Children are provided with a good range of healthy meals and snacks. They thoroughly enjoy eating a range of fruits, such as watermelon and strawberries. They consistently have opportunities to explore outdoors, to benefit from fresh air and to develop their physical skills. Young babies are supported to manage their mobility and older children show increased coordination as they throw and catch balls. n The childminder supports close working partnerships with parents. receive useful daily feedback about their child's day and are invited to attend parents' evenings to discuss children's progress.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Although the childminder has a secure understanding of safeguarding issues, she has not ensured that her assistants have the required knowledge. Not all assistants are able to identify possible signs that a child may be at risk. They do not know the correct procedures to follow if there are concerns about a child's welfare. Assistants' knowledge of safeguarding matters, such as the 'Prevent' duty and female genital mutilation are weak. The childminder has failed to recognise the importance of ensuring safeguarding is included in the induction process for new assistants. This means children's safety and welfare cannot be assured.
