Inspection report for children’s home - monitoring visit: SC065374 1 SC065374 Registered provider: Care Haven (UK) Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This privately run children’s home provides care for up to five children. The home’s statement of purpose states that children living in this home may have a range of social and emotional difficulties.
p.1
Information about this children’s home
The registered manager post is currently vacant.
p.1
Information about this children’s home
The home is currently suspended and, consequently, there were no children living in the home at the time of the visit.
p.1
This monitoring visit
The home was judged inadequate at the last full inspection. Ofsted took immediate action to suspend the registration of the children’s home under section 14A of the Care Standards Act. Three compliance notices were also issued under section 22A of the Care Standards Act 2000. These related to regulation 12, the protection of children standard, regulation 13, the leadership and management standard, and regulation 14, the care planning standard.
p.1
This monitoring visit
A monitoring visit was carried out on 11 July 2023 to monitor compliance with the notices. Inspectors identified that sufficient action had been taken to meet the steps identified in the compliance notices issued under regulation 13, the leadership and management standard, and regulation 14, the care planning standard. However, inspectors found that leaders and managers had failed to meet all the steps of a compliance notice served under regulation 12, the protection of children standard. This related to significant gaps in staff training that are specific to children’s needs and risks.
p.1
This monitoring visit
In addition, there were not enough trained and experienced staff in place to be able to admit children to the home. The vacancies in the staff team included a residential Inspection report for children’s home - monitoring visit: SC065374 2 manager, a deputy manager, a senior worker, and additional residential care workers. A further compliance notice was served under regulation 12 and the registration of the home remained suspended.
p.1
This monitoring visit
During this monitoring visit, the inspector found that the provider has now acted to meet the compliance notice served under regulation 12. All staff have undertaken training to enable them to care for children and keep them safe. This includes training in substance misuse, ligature removal, missing from care, county lines, criminal exploitation, risk management, safer caring and attachment. Staff have undertaken some learning outcome reviews and job chats with managers to assess their knowledge of each training course, but have not had the opportunity to consolidate their learning as a team.
p.2
This monitoring visit
The inspector identified continued shortfalls around the leadership and management arrangements in the home. The manager’s post continues to be vacant, despite the efforts of senior managers to recruit a suitably experienced manager. The area manager, who currently oversees the home, is due to go on extended leave and the deputy manager post is also vacant. The proposed plan for the responsible individual to provide day-to-day management of the home does not realistically consider her other responsibilities within the organisation. Consequently, there continues to be insufficient leadership and management structures in place to be able to care for and safeguard children in the home.
p.2
This monitoring visit
There are also insufficient staff to operate the home safely. The existing staff team is redeployed to other parts of the organisation. Staff have not had an opportunity to work together since the home closed, to reflect on and address the shortfalls previously identified in their safeguarding practices.
p.2
This monitoring visit
A case review was held following this visit. It was decided at the case review that Ofsted has been unable to assure themselves, at this time, that the current management arrangements are sufficient to ensure that children will be adequately safeguarded. Therefore, Ofsted has reasonable cause to believe that children may be at risk of harm if placements are made at the home, as the home does not have a manager or a trained staff team. A further suspension notice has been issued on the registration of the children’s home.
p.2
This monitoring visit
The remaining areas of concern raised at the full inspection were not looked at during this visit. Therefore, they remain requirements until the home’s next inspection. Inspection report for children’s home - monitoring visit: SC065374 3
