Inspection report for children’s home - monitoring visit: SC065374 1 SC065374 Registered provider: Care Haven (UK) Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This private children’s home provides care for up to five children. The home’s statement of purpose states that children living in this home may have a range of social and emotional difficulties.

p.1

Information about this children’s home

The manager registered in May 2023. However, she has submitted her resignation and is due to leave her role at the end of July 2023. Recruitment is underway to appoint a new manager.

p.1

Information about this children’s home

The home is currently suspended and, consequently, there were no children living in the home at the time of the visit.

p.1

This monitoring visit

During a full inspection on 31 May 2023 and 1 June 2023, Ofsted judged the home to be inadequate. Serious shortfalls were identified in relation to safeguarding practices, care planning and the leadership and management of the home. Ofsted took immediate action to suspend the registration of the children’s home under section 14A of the Care Standards Act. Three compliance notices were also served under regulation 12, the protection of children, regulation 13, leadership and management, and regulation 14, care planning.

p.1

This monitoring visit

During this monitoring visit, inspectors found that the provider has acted to meet many of the steps in the compliance notices served under regulation 12 and regulation 13. However, some steps have not been appropriately actioned and the compliance notices are not met. Some staff have not yet undertaken training to enable them to care for and keep children safe. This includes training in substance misuse, ligature removal, missing from care, county lines, criminal exploitation, risk management, safer caring and attachment. A further compliance notice under Inspection report for children’s home - monitoring visit: SC065374 2 regulation 12, has been served. Inspectors found that the provider has taken action to meet the compliance notice under regulation 14.

p.1

This monitoring visit

Allegations raised by children and professionals since the last inspection have been swiftly responded to by senior managers. Internal investigations have been conducted when appropriate. Suitable action has been taken to address poor staff practice and revisit staff knowledge in relation to safer caring and safe allegation management. A safe allegation management induction manual and an allegation checklist have been implemented for managers to ensure that they follow safe procedures and liaise regularly with the relevant safeguarding professionals.

p.2

This monitoring visit

There is a clearer process for assessing children’s needs and behaviours prior to their admission to the home, to assess whether they can live with one another safely. A new impact risk assessment identifies strategies to manage children’s risk behaviours and reduce the impact on other children living in the home. A training manual has been devised to guide managers through the stages of children’s admissions to the home and to help them to effectively risk assess children living together.

p.2

This monitoring visit

There are now more-robust systems in place to ensure that there is regular monitoring of restraint records by leaders and managers. This includes monthly checks by the manager and senior manager. A manager’s checklist for the monitoring of each recorded restraint has been improved. This is to ensure that the restraint record is clear, evaluated appropriately by the manager, and in line with a new training manual.

p.2

This monitoring visit

Children’s missing-from-home protocols have been reviewed and changes made to make them more effective. They now provide staff with the guidance they require to follow procedures consistently should children leave the home without permission, such as the timescale for reporting children as missing from the home to the police.

p.2

This monitoring visit

As a result of some staff leaving their roles, there are not enough trained and experienced staff in place to be able to admit children to the home. There are vacancies in the staff team, including positions for a senior worker, a deputy manager role, and additional residential care workers. Senior managers have begun their recruitment process to fill these positions.

p.2

This monitoring visit

The monitoring of the safety and the cleanliness of the home has improved. Senior managers have introduced daily and monthly checks to be undertaken by the manager to ensure that any hazards are identified without delay and action taken to resolve any concerns. A senior manager visits the home monthly to provide an extra layer of scrutiny in relation to the standard of the home environment and external grounds. The home is currently being refurbished and redecorated. An action plan of work has been agreed by senior managers and is in the process of being carried out.

p.2

This monitoring visit

The registration of the home remains suspended. The remaining areas of concern raised at the full inspection were not looked at during this visit. Therefore, they remain requirements until the home’s next inspection. Inspection report for children’s home - monitoring visit: SC065374 3
