p.2

improvement to be good

Since the last inspection, one child has moved out of the home and one child has moved in. Children have made limited progress due to living at the home for a short period of time before moving to live at another home. This means that not all children’s experiences have been positive.

p.3

improvement to be good

There are shortfalls in the care planning for the child living in the home. The child has a part-time timetable for school. However, there are no plans in place for staff to support the child to access educational activities out of school. This means the child is spending a significant amount of time in their bedroom. This limits their progression in education.

p.3

improvement to be good

External professionals are positive about the support the child receives from staff. One professional said, ‘Staff seem to have built a good relationship with [name of child] and she will call them when she needs support when in crisis.’

p.3

improvement to be good

Staff try to support the child’s progress through regular discussion. However, the quality of the support provided on a day-to-day basis differs significantly depending on the staff member, resulting in inconsistencies in care.

p.3

improvement to be good

The child lives in a welcoming home environment. However, some areas of the home need redecoration. There are marks and dents in walls and damage is not always promptly repaired. This means that parts of the home look tired and worn.

p.3

improvement to be good

Leaders and staff have not fully considered all available information from the placing authority when considering the risks to the child. This means that the assessed level of risk in relation to the child’s emotional well-being may be incorrect and staff lack agreed strategies to help keep the child safe.

p.3

improvement to be good

The child told inspectors that they feel safe living in the home. The child said that when they are missing, staff will try to find them, report them missing to police and collect them from where they are.

p.3

improvement to be good

When the child goes missing from home, there is a well-coordinated response from the staff team. Staff will follow the child, search known local areas and contact family members and friends to try and locate the child. Staff ensure that a return home interview is attempted with the child to try and understand why they go missing. Inspection report for children’s home: SC456539 4 When staff are concerned about the child, information is shared with their placing authority. This means that relevant meetings are undertaken and the decisions on how to keep the child safe are made on a multi-agency basis.

p.3

The effectiveness of leaders and managers: inadequate

There has not been a registered manager since September 2022. The home has had a manager in post since October 2022. However, the manager has not submitted an application to register with Ofsted in the required timescales.

p.4

The effectiveness of leaders and managers: inadequate

The child who has moved out of the home since the last inspection is reported to have moved to accommodation that is not registered. However, the manager did not take steps to assure themselves that the new accommodation was suitable or record the address of where the child moved to.

p.4

The effectiveness of leaders and managers: inadequate

The manager is supported by a deputy manager. The managers have completed a quality of care review. However, this was completed outside the timescale set by regulation. In addition, the review was not sent to Ofsted. This limits the regulator’s oversight of the quality of care provided to children in the home. Since the last inspection, the manager has supported staff to access more training. However, staff informed inspectors that much of this training has been online, and that it is generic and repetitive. The manager has plans to increase the amount of face-to-face training to benefit the staff to improve the staff’s knowledge in a variety of areas.

p.4

The effectiveness of leaders and managers: inadequate

Staff are supported by the manager with regular supervision sessions. They reflect on the care given to the child and how this can be improved. Staff are challenged by the manager to improve the quality of care provided to the child.

p.4

The effectiveness of leaders and managers: inadequate

Not all children’s records are child-friendly. Some records refer to children by using acronyms. This limits children’s ability to understand some of the information detailed in their records. Inspection report for children’s home: SC456539 5
