Information about this independent fostering agency
Date of previous inspection: 24 April 2023
p.1
This monitoring visit
This monitoring visit was carried out following a judgement of inadequate at the last full inspection. The full inspection took place from 24 to 28 April 2023. Following the inspection, Ofsted issued the agency with two compliance notices. These related to the duty to secure welfare and the fitness of the registered manager. The purpose of this visit was to monitor the agency’s response to the compliance notices. The seven requirements set at the full inspection, with the completion date of 7 July 2023, were not reviewed at this monitoring visit.
p.1
This monitoring visit
The agency has responded positively to the compliance notices. They have shown clear commitment to making the significant changes needed.
p.1
This monitoring visit
The agency has completed several written reviews of processes that fell short of standards at the last inspection. These reviews have been extensive. They have produced learning for all those working in the agency, including supervising social workers and foster carers. Inspection report template for independent fostering agencies - monitoring: Parent And Child Fostering Assessments 2 A detailed review of how the agency matches parents and children with foster carers has led to changes in the matching tool used by the agency. This includes any internal placement moves in the agency. The agency has updated foster carer profiles, which clearly state their skills, knowledge and experience. The matching tool allows for space to show how the foster carer can meet the needs of a parent and child and strategies to meet any gaps in the match.
p.1
This monitoring visit
The agency has reviewed and updated carer supervision documentation. The new template creates space for gathering extra information and encourages professional curiosity.
p.2
This monitoring visit
There has been one complaint about a foster carer since the last inspection. The agency took appropriate steps to follow this up. They informed the local authority designated officer in a timely manner, and there has been relevant communication between them and the agency. The local authority designated officer has since reviewed the referral and did not express any concerns about the incident and how the agency managed it. However, the agency had not notified Ofsted of this complaint, which only came to Ofsted’s attention during this visit.
p.2
This monitoring visit
All staff and foster carers have received refresher training about their roles and responsibilities in safeguarding children. An external agency provided this training, which was extensive. Additionally, all social work staff completed fostering specific online child protection and safeguarding training. The staff spoken to demonstrated an understanding of their roles and responsibilities, as well as an understanding of the agency’s safeguarding policy. The registered manager provided confirmation of her booking to attend local authority facilitated training around the management of allegations. She is committed to attending this and demonstrated an understanding about why.
p.2
This monitoring visit
The agency has taken seriously the concerns raised relating to two placements. In one of these, harm came to children. The agency carried out a detailed learning review and has made all individuals who work in the agency aware of the outcome. Staff and foster carers demonstrate an understanding of the learning. Staff are responsive to the new process for carrying out health and safety checks. They understand why social work staff have increased these checks and why they are being more stringent. Staff have completed advanced level health and safety training specific to fostering. All households have received a health and safety check since the last inspection, and the recommendations made are responded to in a timely manner. All staff and carers have received paediatric first-aid training since the previous inspection.
p.2
This monitoring visit
Foster carers say they feel well supported by the agency. They reported that support is available out of hours. All foster carers spoken to have attended the recent training and are able to reflect on this. External professionals expressed no concerns and talk positively about the agency. However, one professional commented on the negative impact that the inadequate judgement had on the stability of a placement that has since ended. Inspection report template for independent fostering agencies - monitoring: Parent And Child Fostering Assessments 3 Considering the extensive work carried out by the agency, there have been marked improvements made since the full inspection was carried out. The outcome of the visit is that both compliance notices have been met. Inspection report template for independent fostering agencies - monitoring: Parent And Child Fostering Assessments 4
