Inspection report for children’s home – monitoring visit: 2684147 1 Registered provider: Roxwell Care Ilford Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately run home provides care for up to four children with learning difficulties.

p.1

Information about this children’s home

The home was registered with Ofsted on 15 October 2022. The manager of the home resigned on 17 January 2023 and there is currently no manager.

p.1

Information about this children’s home

There was one child living in the home at the time of this monitoring visit.

p.1

This monitoring visit

This monitoring visit was undertaken to address specific concerns received by Ofsted about the provider. This visit involved the inspectors reviewing documents such as incident reports, children’s individual daily logs, children’s risk assessments and care plans, and the staffing rota.

p.1

This monitoring visit

The inspectors held discussions with the responsible individual, the operations manager and two members of staff. Telephone conversations were held with the child’s social worker. Email contact took place with the involved local authority designated officer.

p.1

This monitoring visit

Recording shortfalls undermine safeguarding practice in the home. Records of significant incidents do not always include information about what happened, if the child sustained an injury, or what action staff took. Furthermore, on some occasions, when police have been present, it is not clear who contacted them. There are discrepancies between the staff rota and the actual staff who have worked in the home. Additionally, there is no signing-in book to determine which staff have been present in the home. These recording errors undermine safeguarding practice and management oversight. Inspection report for children’s home – monitoring visit: 2684147 2 Staff practice is inconsistent and does not follow the child’s care plan. For example, the child has been able to access a set of keys, despite a clear care plan and risk assessment stating that keys should be kept locked away. There is poor management oversight of these incidents and no learning identified for staff.

p.1

This monitoring visit

Risk assessments do not cover all known areas of the child’s risks and behaviours. This limits the staff’s understanding of the child’s needs, how to respond during incidents and how to safeguard the child effectively.

p.2

This monitoring visit

The use of closed-circuit television (CCTV) in the home is not necessary and proportionate. CCTV is not used to safeguard and promote the welfare of children. Leaders and managers state that CCTV is used to help them to manage allegations. Furthermore, the child’s risk assessment and care plan do not include information about the use of CCTV or the reason why it is necessary for the safety and protection of children.

p.2

This monitoring visit

Leaders and managers do not routinely notify Ofsted of significant incidents. The responsible individual does not agree that the incidents reviewed by inspectors were notifiable events despite them being serious incidents. The lack of information- sharing limits external oversight of the home.

p.2

This monitoring visit

As a result of this monitoring visit, additional requirements and recommendations have been raised, which will be reviewed at the next full inspection. Previous requirements raised at the last inspection will also be reviewed and have been carried over from the last report. Inspection report for children’s home – monitoring visit: 2684147 3
