Name of lead inspector: Glenise Burrell, His Majesty’s Inspector
p.1
Type of provider: Independent learning provider
p.1
Address: Beverley Enterprise Centre Beck View Road Beverley East Riding of Yorkshire HU17 0TJ Monitoring visit: AS Training Services Ltd, 7 June 2023
p.1
Context and focus of visit
Ofsted undertakes to carry out monitoring visits to all newly directly funded providers of apprenticeship training provision funded by the Education and Skills Funding Agency and/or the apprenticeship levy. This monitoring visit was undertaken as part of those arrangements and as outlined in the ‘Further education and skills inspection handbook’, especially the sections entitled ‘Monitoring visits’ and ‘Monitoring visits to providers that are newly directly publicly funded’. The focus of this visit is on the theme set out below.
p.2
Context and focus of visit
AS Training Services Ltd is an independent training provider that delivers apprenticeships for the construction sector. At the time of the visit, 25 apprentices were studying the plant operator standard at level 2. All apprentices are over the age of 18.
p.2
Reasonable progress
Leaders have ensured that staff have a more secure understanding of safeguarding since the previous monitoring visit. All staff, including the managing director, have now completed external safeguarding training. The designated safeguarding lead has recently joined a local safeguarding group to keep abreast of safeguarding news and to ensure that his knowledge remains current.
p.2
Reasonable progress
Apprentices know how to keep themselves safe and can recall specific information that they have learned. However, this is limited and mainly linked to health and safety, which is important for them in their current job roles. Leaders and tutors have been slow to develop relevant teaching materials in relation to wider safeguarding topics.
p.2
Reasonable progress
Leaders and trainers have recently recognised that mental health is a serious concern for the construction industry. They have prioritised supporting apprentices to recognise mental ill health and to know where to seek help. Leaders have introduced a range of initiatives to ensure that staff, apprentices and employers are better aware of safeguarding and well-being. They have introduced a well-being calendar to update staff and apprentices on topical issues, including mental health awareness and the effects of alcohol and smoking.
p.2
Reasonable progress
Employers have very little input into apprenticeship progress review meetings and, as a result, they have limited opportunity to discuss any work-related or personal concerns that apprentices may have. Leaders have rightly recognised this and have Monitoring visit: AS Training Services Ltd, 7 June 2023 updated the employer and apprentice progress review process and ensured that it includes more targeted well-being and safeguarding discussions.
p.2
Reasonable progress
Leaders and managers have in place relevant and current safeguarding policies. For example, the health and safety policy now incorporates the new heavy plant training site. Leaders have in place a ‘Prevent’ duty risk assessment and action plan. Each of the actions is graded red, amber or green to enable leaders to prioritise the most important projects, including training, development of resources and risk assessment. Monitoring visit: AS Training Services Ltd, 7 June 2023 regulates and inspects to achieve excellence in the care of children and young people, and in education and skills for learners of all ages. It regulates and inspects childcare and children’s social care, and inspects the Children and Family Court Advisory and Support Service (Cafcass), schools, colleges, initial teacher training, further education and skills, adult and community learning, and education and training in prisons and other secure establishments. It assesses council
