Summary of outcome
All early years providers must meet the legal requirements in the 'Statutory framework for the early years foundation stage', which you can find at www.gov.uk/government/publications/early-years-foundation-stage-framework--2 . On 10 May 2019, we received concerns that unvetted people are left in sole charge of the children while the childminder is not on the premises, that the premises are not safe, children's hygiene is not promoted and there are insufficient toys and resources.
p.1
Summary of outcome
We carried out an unannounced visit on 16 May 2019. During the visit we found that the childminder leaves the children in the sole care of two assistants who are not cleared with Ofsted. We also found that during this time there is no one on the premises who holds a paediatric first aid certificate and that the assistants use their mobile phones when with the children. In addition, the childminder is not meeting the correct staff:child ratios as she has more children on the premises than she is allowed. The premises are not safe. Dangerous objects, including wires, plastic bags and cleaning materials are accessible to children. The garden contains debris, broken equipment and waste materials from a broken pipe. Furthermore, the childminder is unable to provide children's details, including emergency contact numbers or proof that permission has been obtained from parents to leave the children in the sole care of an assistant. We also found that children's behaviour is not

managed appropriately and there are insufficient toys and resources to promote children's learning. As a result of these findings, we issued a welfare requirements notice asking the childminder to; ensure that the mobile phone policy is understood and adhered to at all times; provide Ofsted with the relevant information to enable them to carry out the appropriate checks to ensure that all people looking after children are suitable to do so; ensure that individuals who are not checked with Ofsted are not left unsupervised with children; ensure that at least one person who has a current paediatric first aid certificate is present with the children at all times; ensure that the ratio requirements are met at all times; obtain permission from parents to leave children with an assistant, including for very short periods of time; ensure that all assistants understand how to manage children's behaviour in an appropriate way; ensure that the premises, including the outdoor spaces,

are safe, fit for purpose and suitable; take all reasonable steps to ensure that children are not exposed to risks and are safe at all times; ensure that all records are easily accessible and available at all times; obtain and maintain the required information for each child, including full name, date of birth, name and address of every parent and emergency contact details, and make sure this information is easily available and accessible to every person working with the children.
p.1
Summary of outcome
We carried out an unannounced monitoring visit on 6 June 2019 to check that the welfare requirements notice has been met. We found that the issues relating to the safety of the premises have been addressed. Child: staff ratios are being maintained and appropriate records are in place. However, we found that children's meals are not healthy and appropriate hygiene procedures are not being followed during this time. In addition, there are insufficient toys and resources to promote children's learning. The childminder does not plan appropriate activities for the children and she does not guide children's development through purposeful interaction. As a result of these findings, we issued the provider with a notice to improve asking her to; ensure that good hygiene procedures are followed at all times, especially during mealtimes; provide children with meals and snacks that are healthy, balanced and nutritious; provide a range of resources and activities that meet the individual

needs, interests and stage of development of children who attend; plan challenging and enjoyable experiences for each child in all of the areas of learning; respond to each child's emerging needs and interests and guide their development through warm, positive interaction.
p.2
Summary of outcome
In July, we carried out a full inspection where the childminder was judged as inadequate requiring further enforcement action. You can read the full report on our website. Following this, the provider resigned from the Early Years Register. We continued to try and monitor the childminder's compliance with the childcare regulations, but have been unable to do so. The childminder has obstructed us in the course of our duties which is an offence. She has also continued to try and provide care to children on the Early Year Register on non- domestic premises, which is also an offence.
p.2
Summary of outcome
We made the decision that the childminder was no longer suitable to be registered and took steps to cancel her registration. We served a notice of intention to cancel her registration. The childminder objected to this step, but her objection was not upheld. We issued the childminder with a notice of decision to cancel her registration which she appeal against to the First-tier Tribunal (Health, Education and Social care). The childminder decided to withdrew her appeal and as a consequence, her registration was cancelled. The childminder is no longer registered with Ofsted.
p.2
Summary of outcome
As a result of the offences the childminder committed which was providing care to children on the Early Year Register on non-domestic premises and obstructing inspectors in the course of their duties, we on this occasion decided not to prosecute. The childminder accepted a caution for the offences.
