Information about this inspection
the care of children the safety of children the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with the Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
The care of children
Children are cared for by a nurturing and resolute staff team. The children form strong and trusting relationships with staff and said that they are happy and cared for in the home.
p.2
The care of children
Children make consistent progress towards their placement aims. As a result, one child is preparing for a move into foster care and another child is preparing to return home to her family. Care is being taken to ensure that each child’s move is individually planned in accordance with their needs and wishes. This careful planning will support a smooth transition from the home.
p.2
The care of children
Education attendance and attainment are prioritised. The children enjoy full-time education and are provided with suitable support to help them make consistent progress.
p.2
The care of children
Some children have formed positive friendships at school and within the community. These friendships help children to feel part of the community in which they live.
p.2
The care of children
Children’s wishes and feelings are held in high regard. This means that children feel valued and respected because their views and opinions matter to those around them.
p.2
The care of children
Children’s bedrooms are viewed as their private space. However, there is a risk of children’s privacy being compromised due to a lack of window covering, such as a blind.
p.2
The safety of children
Plans to keep children safe are further developed. Staff understand the individual strategies in place to mitigate risks, which serves to promote a healthy and safe environment for children to thrive.
p.2
The safety of children
Children rarely engage in behaviours that may place them at risk. Records confirm that, since the last inspection in July 2022, there have been no incidents of children being missing or absent or needing to be held to keep them safe.
p.2
The safety of children
Children are praised and rewarded for positive behaviour and for the progress they make in managing their emotions safely. There is minimal use of consequences. This is because the children are provided with one-to-one support that enables them to reflect on their behaviours and consider how they can put things right. Assurance inspection report for children’s home: 2509838 3 There are occasions when children bicker. This has resulted in one child attempting to exert authority over another. Records demonstrate that the staff act quickly to address these issues and provide targeted support sessions to reinforce a zero tolerance approach to bullying behaviours.
p.2
The effectiveness of leaders and managers
The current manager registered with Ofsted in October 2022 to cover a period of maternity leave. The registered manager is due to return to her position imminently.
p.3
The effectiveness of leaders and managers
The current registered manager has made improvements to meet the requirements made at the last full inspection in July 2022. Plans for children preparing to move on are in place to support each child’s individual move. Staff have received refresher training to ensure that they have a thorough understanding of their role should a child make a complaint or allegation and that records are clearly written and appropriately stored.
p.3
The effectiveness of leaders and managers
Furthermore, plans to keep children safe are further developed to ensure that the exterior of the home is consistently assessed and monitored for hazards. The registered manager has developed robust monitoring systems to ensure that the quality of care provided to children is regularly reviewed and assessed.
p.3
The effectiveness of leaders and managers
The independent visitor’s report provides a good analysis of the care provided in the home and the actions the registered manager is to take to enhance the service.
p.3
The effectiveness of leaders and managers
The home provides spacious, bright accommodation with modern decor and furnishings. However, although not widespread, when an item is damaged, it is not replaced quickly.
