Summary of outcome

All early years providers must meet the legal requirements in the Statutory framework for the early years foundation stage, which you can find at www.gov.uk/government/publications/early-years-foundation-stage-framework--2. If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right.

p.1

Summary of outcome

On 29 September 2022, we carried out an inspection and found the provider was not meeting some of these requirements. The overall effectiveness of the provision was judged to be inadequate. The inspection report sets out the actions the provider was required to take to meet the requirements.

p.1

Summary of outcome

We suspended the provider's registration on 29 September 2022 because we believed children may be at risk of harm. Suspension allows time for the provider to take steps to reduce or eliminate the risk of harm to children. The provider had a right to appeal against a suspension. The provider may not provide childcare for which registration is required while the suspension is in place and may commit an offence if they do so.

p.1

Summary of outcome

On 2 November 2022, we carried out a regulatory visit. The purpose of the visit was to monitor compliance with the welfare requirements notice issued at the inspection. We found that the provider had met some but not all of the actions in the welfare requirements notice.

p.1

Summary of outcome

The provider had improved the safety and cleanliness of the home environment. She was able to advise of the ongoing risk assessments she would complete to ensure the environment remained suitable for childcare. However, the provider was still unable to demonstrate adequate knowledge of child protection procedures that must be followed in the event of an allegation against herself or any other adult/child working on the premises.

p.1

Summary of outcome

We extended the suspension for a further period because we believed children continued to be at risk of harm.

p.1

Summary of outcome

On 8 December 2022, during a regulatory visit, the provider verbally demonstrated awareness of the procedures to follow in the event of an allegation.

p.2

Summary of outcome

On 24 January 2023, the provider appealed the decision to suspend registration to an independent external tribunal, the Health, Education and Social Care First-tier Tribunal. The Tribunal upheld the appeal, so the suspension has been lifted.

p.2

Summary of outcome

We are continuing to take steps to cancel the provider's registration. The provider has appealed against our decision to take this step to an independent external tribunal, the Health, Education and Social Care First-tier Tribunal. The provider remains registered with Ofsted until the tribunal hearing is heard.

p.2

Summary of outcome

On 9 March 2023, we carried out an inspection and found the provider was not meeting some of these requirements. The overall effectiveness of the provision was judged to be 'not met with enforcement'. The inspection report sets out the actions the provider was required to take to meet the requirements.

p.2

Summary of outcome

On 12 April 2023, we carried out a regulatory telephone call. The purpose of the call was to monitor compliance with the welfare requirements notice issued at the inspection. We found that the provider still was not able to demonstrate sufficient knowledge and understanding around their safeguarding knowledge related to the issued welfare requirement notice. We did not issue further welfare requirement notice as we were continuing to take steps to cancel the provider's registration.

p.2

Summary of outcome

The tribunal hearing was heard at the Royal Courts of Justice on 25-27 April 2023.

p.2

Summary of outcome

The tribunal dismissed the appeal. Therefore, the registration is now cancelled.
