p.1

The provision is inadequate

Weaknesses in risk assessment processes compromise children's safety. The childminder fails to identify hazards that present a risk to children or take action to minimise them. Children are not safely supervised because the childminder does not deploy herself or her assistants well. Recruitment and vetting processes are weak. The childminder does not ensure assistants are suitable before allowing them unsupervised access to children. She does not keep up-to-date daily records of children's attendance. This means that there is not a register to refer to in the event of an emergency. Sleeping arrangements for younger children are not appropriate to ensure they are safe and can rest without disturbance. Partnerships with external safeguarding agencies are not robust to help ensure the ongoing safety of vulnerable children.

p.2

The provision is inadequate

The childminder did not inform Ofsted about changes to the premises that affect the space available for children. The current organisation of the setting does not always give children the space they need to explore and learn. The childminder is unable to provide evidence that she has completed the required assessments for children aged between two and three years or records of staff qualifications or recruitment, when requested. Staff supervisions are not robust enough to identify the support assistants need to improve their practice. This means they do not receive the coaching, training or support they need to improve their interactions with children. Planning and support for children do not nurture their interests or develop their learning to ensure they make the best possible progress. Behaviour management is poor. The childminder does not ensure that children learn how to manage their own behaviour or the consequences of their actions on themselves

need to do better?

n Children are not kept sufficiently safe due to weaknesses in risk assessment processes. For example, children use the toilet without direct supervision and the childminder does not ensure that toiletries and household cleaners are out of their reach. She does not follow guidance to minimise the risk of choking when children are eating. n Staff deployment is poorly organised. For example, the childminder undertakes school runs with large numbers of older children on her own. Children run off in different directions when they arrive at school and the childminder does not supervise them well enough to ensure that they all arrive safely in their classrooms. n Recruitment processes are not robust. The childminder does not do enough to ensure that her assistants are suitable to fulfil their roles and responsibilities. She allows unvetted assistants unsupervised access to children, which fails to

need to do better?

1 March 2023 protect children's welfare. n The childminder makes appropriate referrals to external safeguarding agencies. However, she does not maintain ongoing communication with external agencies to ensure that she has the information she needs to help keep children safe. n The childminder does not ensure that paperwork is easily accessible or available for inspection. She was unable to provide the required written summary checks for children aged between two and three years, daily records of attendance, recruitment records or evidence of qualifications, when requested. n The childminder did not inform Ofsted about building work which is taking place at the premises during childminding hours. As a result of this change, children do not have access to a suitable place to sleep or enough space to play and explore. Young children sleep in pushchairs, which does not meet government guidelines for safer sleep. Due to the current organisation of the premises, older

children and younger children share a space before and after school which does not meet their needs. n The childminder does not ensure that her assistants receive the training they need to manage children's behaviour appropriately. For example, they tell children to 'play nicely' when disagreements occur but do not explain or show children what they mean by this. Children do not learn to manage their own behaviour or learn the consequences of their actions on themselves and others. They repeat behaviour which puts them at risk of injury. For example, they stand or jump on chairs at the table. n The childminder does not provide her assistants with the coaching or support they need to undertake their roles. She does not identify or address their training needs or ensure that they know how to promote children's learning effectively. This means her assistants do not have the skills they need to ensure children make good progress.

p.3

need to do better?

n The childminder does not design or deliver a curriculum that focuses on children's individual learning needs. She does not share information with her assistants to help them to understand what children already know and can do or how they can extend children's learning further. As a result, assistants do not utilise activities effectively to challenge children's learning.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Children's safety is not assured. The childminder does not follow appropriate processes to ensure her assistants are suitable to work with children. She does not deploy staff in a way that ensures they are able to safely supervise children, particularly when away from the setting. The childminder does not identify or remove hazards in the environment, which puts children at risk of harm. She does not keep daily records of children's attendance to ensure she is able to account for them all in the event of an emergency. The childminder does not work proactively with external safeguarding agencies to ensure a two-way flow of information that helps keep children safe. The childminder and her assistants are aware of the signs and symptoms that might indicate that a child is at risk of harm.
