Inspection report for children’s home - monitoring visit: 2638322 1 Sunbridge Childcare Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home registered with Ofsted in July 2021 and is owned and managed by a private provider. It provides care for up to three children who may experience social and/or emotional difficulties.

p.1

Information about this children’s home

The manager registered with Ofsted in September 2022.

p.1

Information about this children’s home

There were no children living in the home at the time of the visit.

p.1

This monitoring visit

An assurance inspection was carried out on 2 February 2023 due to an increase in regulation 40 safeguarding notifications. During this inspection, Ofsted identified significant shortfalls in the provider’s safeguarding practice due to ineffective leadership and management arrangements. As a result of the shortfalls, a decision was made to suspend the registration of the home on 2 February 2023. Ofsted also issued four compliance notices under regulations 12, 13, 14 and 25. In addition, several additional requirements were issued.

p.1

This monitoring visit

This visit was carried out to monitor the provider’s compliance with the emergency suspension notice and its progress in meeting the compliance notices.

p.1

This monitoring visit

The provider has complied with the emergency suspension notice and no children have been living in the home.

p.1

This monitoring visit

The provider has also improved the fire safety arrangements in the home. Therefore, the compliance notice that was issued under regulation 25 has been met.

p.1

This monitoring visit

The provider has yet to improve the safeguarding arrangements for children. Two of the five steps in the compliance notice issued under regulation 12 have been restated. Inspection report for children’s home - monitoring visit: 2638322 2 The provider has yet to improve the leadership and management arrangements and the care planning arrangements for the children. Two of the three steps in the compliance notice issued under regulation 13, and both steps in regulation 14, have been restated.

p.1

This monitoring visit

Other than the registered manager and the deputy manager, there are no other staff employed to care for children. The provider has a plan in place to address this.

p.2

This monitoring visit

The provider has introduced more systems to identify when bedroom searches should take place so that children and staff are aware of this. The registered manager now has a plan in place to ensure that these take place when required.

p.2

This monitoring visit

The provider has improved its systems so that the children can understand how their behaviour may place them and their peers at risk of harm.

p.2

This monitoring visit

New systems are in place to support management oversight of records and staff’s actions. However, the provider has yet to embed these systems and there has been no management oversight since 26 January 2023.

p.2

This monitoring visit

Policies, procedures and documents make it clear how complaints can be made. Accessible information is now readily available so that children know how to make a complaint. However, as there are no children are living in the home, the effectiveness of these changes cannot be measured.

p.2

This monitoring visit

The provider has developed several new systems to support the monitoring of the safe operation of the home. However, the effectiveness of the new systems and documents at improving the safeguarding arrangements for children cannot be tested as there are currently no staff or children at the home.

p.2

This monitoring visit

The provider has missed an opportunity to identify how it intends to train the current and new staff in its workforce and home development plan. This oversight prevents those who may use the service from being assured that the staff are all familiar with all the children’s known and emerging risks and know how to respond when significant safeguarding incidents occur.

p.2

This monitoring visit

The provider has yet to provide sufficient guidance so that staff know how and when they should escalate their concerns to the children’s placing local authorities when the child’s behaviour continues to place them and others at risk.

p.2

This monitoring visit

Although changes to the children’s plans have been made to ensure that their wishes and views are captured in their care planning, these plans still do not identify the children’s cultural needs.

p.2

This monitoring visit

The registered provider has an action plan to continue the improvement work in this home. Inspection report for children’s home - monitoring visit: 2638322 3 Following this visit, the compliance notices under regulations 12, 13 and 14 have been reissued.

p.2

This monitoring visit

The requirements previously issued under regulations 5, 11, 16, 19, 33, 35, 39 and 40 were not reviewed during this visit. For this reason, they are restated.

p.3

This monitoring visit
