Inspection report for children’s home - monitoring visit: 2645675 1

p.1

Registered provider: A&R Guardian Services Limited

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home was registered with Ofsted in August 2021. It provides care for two children who may have social and emotional difficulties.

p.1

Information about this children’s home

The home has been without a registered manager since August 2022. A new manager is in post who has not yet registered with Ofsted.

p.1

This monitoring visit

The home was judged to be inadequate at the full inspection on 12 and 13 September 2022. Inspectors identified serious and widespread failures in the leadership and management of the home and the safeguarding and care provided to children. As a result, the experiences of children were poor, and children were not making progress. Compliance notices were issued in relation to the protection of children and the leadership and management standards.

p.1

This monitoring visit

A monitoring visit took place on 1 November 2022 to review the progress that leaders and managers had made in meeting the compliance notices. No progress had been made. Due to significant concerns regarding the leadership and management of the home and the safeguarding of children, Ofsted suspended the registration of the home with immediate effect from 2 November 2022 to 25 January 2023 inclusively.

p.1

This monitoring visit

A monitoring visit took place on 13 December 2022 to review compliance with the suspension of registration, and consider any progress made in meeting the statutory requirements. At this monitoring visit, no progress was evident. The responsible individual had been dismissed for failing to have sufficient oversight of the home. All 13 requirements raised at the September 2022 inspection remained unmet and were reinstated. Following the December visit, one additional requirement was made. The registration of the home remained suspended. Inspection report for children’s home - monitoring visit: 2645675 2 A further monitoring visit took place on 22 January 2023. A new manager commenced in post on 9 January 2023. However, the team leader had resigned and left her post. The staff team consisted of one senior and two support workers, which was insufficient to meet the needs of a child. Despite shortfalls identified in safer

recruitment at previous inspections, the recruitment of staff remained a significant concern. Ten of the previous 14 requirements raised remained unmet or untested and were reinstated. Following this inspection, Ofsted suspended the home’s registration for the second time on 26 January 2023 to 19 April 2023 inclusively.

p.2

This monitoring visit

The focus of this monitoring visit was to review compliance with the suspension notice and review any progress in meeting the requirements. Since the last inspection, the manager has resigned and left with immediate effect. A new manager commenced in post on 20 February 2023. The staff team now consists of five support workers and the manager, which the provider felt was sufficient to admit one child. The 10 previous requirements remain unmet or untested due to there being no child in placement.

p.2

This monitoring visit

Ofsted lifted the suspension notice on 22 March 2023 following a case review. A notice of proposal to vary the conditions of registration was issued on the same day. This imposes that the provider must inform Ofsted of their intention to admit a second child two months before the child moves in to the home. The aim is to ensure that there are sufficiently robust staffing and care arrangements in place prior to admitting a second child.
