p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately owned home provides care for up to three children with social and emotional difficulties and learning disabilities.

p.1

Information about this children’s home

The manager registered with Ofsted in September 2021.

p.1

This monitoring visit

Ofsted judged the home as inadequate following the full inspection on 1 and 2 February 2023. On 7 February 2023, Ofsted served a notice restricting accommodation at the home. Ofsted also served compliance notices relating to the leadership and management of the home and how well children are helped and protected. The purpose of this visit was to assess the provider’s adherence to the restriction of accommodation and to review the provider’s progress in meeting the steps set out in the compliance notices.

p.1

This monitoring visit

The provider has adhered to the restriction of accommodation. At the time of this visit, one child was living at the home. No children have moved in since the last full inspection.

p.1

This monitoring visit

The provider has met the steps set out in the compliance notice relating to the help and protection of children, or has undertaken work that indicates the steps will be met should a concern arise. Bullying has not been a concern since the last inspection due to only one child living at the home. The manager has held discussions with staff in team meetings and individually in supervisions in respect of ensuring that staff recognise and understand the impact of bullying behaviours.

p.1

This monitoring visit

There have been no allegations or safeguarding concerns since the last inspection. The manager and staff have reflected on the shortfalls raised at the full inspection and records have been updated with prompts to staff to immediately refer concerns. Inspection report for children’s home - monitoring visit: 2640082 2 The manager has debriefed staff following the full inspection and ensured that all staff know the importance of following safeguarding protocols should an allegation or concern be raised. The manager uses scenarios with staff during supervisions to check that staff know what to do in specific situations.

p.1

This monitoring visit

The manager and assistant manager have undertaken online exploitation training. The manager has revised the child exploitation policy. He has directed staff to read the updated policy and has briefed staff again on expectations of their practice and responses to concerns. Staff have worked with the child’s social worker to agree an approach to helping the child to understand exploitation risks. This has taken place through staff watching video documentaries with the child, scaffolded with discussion and staff seeking the child’s views and thoughts. Further work is planned with the child on risk in the community.

p.2

This monitoring visit

The provider has met the steps in the compliance notice relating to the leadership and management of the home. The admission process is not yet demonstrated in practice, as no children have moved into the home. However, the manager knows the importance of making sound decisions and considering all information before agreeing to a child moving to the home. The responsible individual and the manager have a shared agreement in respect of future admission planning and decisions.

p.2

This monitoring visit

The manager has been highly reflective and very honest in how his decision-making and actions led to placement breakdowns and children feeling unsafe. This level of reflection and honesty shows his capacity to make the required improvements so that children benefit from good, safe care, and staff are guided to work effectively with children to meet their needs.

p.2

This monitoring visit

The manager’s oversight has improved as he is now at the home for the whole of each working day Monday to Friday. This enables better observation of practice and better relationships and interactions with the child.

p.2

This monitoring visit

The responsible individual has met with the manager to discuss the shortfalls identified at the full inspection and to agree the responsible individual’s oversight of practice and outcomes at the home. This includes increased scrutiny and a requirement to hold earlier discussions when children are struggling, rather than waiting until concerns escalate.

p.2

This monitoring visit

The grounds for restricting accommodation are no longer met. Therefore, Ofsted has lifted the restriction and notified the relevant placing authorities.

p.2

This monitoring visit

The child’s progress in education is in its infancy. However, staff are supporting better routines for the child and a referral has been made to a psychologist for help with sleep patterns. The child has attended their first online tutoring session. This took place a significant journey away from the home. It was facilitated to encourage the child to go and to engage in an environment that the child had agreed to. Records show that staff have been working with the social worker to find a way forward to get the child back into education slowly. There is a plan for the child to Inspection report for children’s home - monitoring visit: 2640082 3 return gradually to education at a pace that is right for them and considering their range of needs and anxieties.

p.2

This monitoring visit

The independent person carried out a visit to the home in January 2023. However, the report of this visit was not submitted to Ofsted. This does not enable Ofsted to have effective oversight of the home or the views of the independent person.

p.3

This monitoring visit

The date for four of the requirements that were raised at the full inspection had not passed at the time of this visit. These requirements have therefore not been reviewed at this visit and for that reason are restated. They will be reviewed at the next inspection.

p.3

This monitoring visit

The judgement made at the full inspection remains. A second full inspection will take place within 16 weeks of the last full inspection, in line with the social care common inspection framework guidance. Inspection report for children’s home - monitoring visit: 2640082 4
