Inspection of Little Raccoons Nursery Tollington 91-93 Tollington Way, London N7 6RE

p.1

Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

Children's safety is significantly compromised. At times, there are no staff available who are suitably qualified to provide first aid in the event of an emergency. The provider does not deploy suitably qualified staff effectively to help ensure that children's learning needs are met at all times during the day. This impacts negatively on the quality of education children receive during these times. Furthermore, the provider does not check that all staff are suitable to work with children to help keep children safe.

p.2

The provision is inadequate

The provider does not ensure that all staff have a sufficient understanding and use of English. They do not support staff successfully to improve their English language skills to ensure that they are able to communicate with children effectively. This means some staff are unable to interact with children well to ensure that their care, learning and behaviour is supported adequately. This significantly hinders the progress children are able to make.

p.2

The provision is inadequate

Despite the weaknesses, children arrive happily at the nursery and enjoy spending time with adults who know them well. For example, in the pre-school room, staff provide baby dolls for children who have new siblings. Children enjoy bathing the dolls, learn how to care for them and put them to bed. Overall, children's uniqueness is recognised and supported suitably.

p.2

The provision is inadequate

Where qualified staff work with children, there are suitable opportunities for children to learn new vocabulary. Children enjoy singing and listening to stories. In the toddler room they sing along with staff throughout the day and repeat words in songs. In the pre-school room, children predict what they think is going to happen next during story time. They have time to share their ideas with staff. Children ask about the pictures on the back page and staff teach them about the author.

p.2

need to do better?

n The provider is in breach of the safeguarding and welfare requirements. The provider still fails to recognise all weaknesses in practice to ensure that they are able to make improvements were necessary. For instance, staff fail to keep accurate records of children's attendance. In the event of an emergency, staff would not be able to account for all children to ensure their safety. The provider also does not implement robust recruitment procedures to check that all staff are suitable. Therefore, children's welfare cannot be assured. n Since the last inspection, the provider has addressed some of the actions raised. For instance, the provider implements regular staff supervisions to help monitor their teaching. However, they do not follow procedures correctly to ensure that staff receive thorough inductions and fully understand their responsibilities. This

p.2

need to do better?

15 February 2023 means any gaps in staff knowledge are not addressed at an early stage, particularly regarding their understanding of safeguarding. n Staff know children well. Staff have warm relationships with children and support their emotional welfare adequately. They celebrate things children achieve. For example, staff carefully support children to sit and ride on bicycles. Children giggle as they ride around the space. Staff support children's self esteem, cheering and waving children on. Children show absolute joy in their achievements. n The provider has made improvements to the process for assessing risk in the nursery. For instance, the outside area is now a safe and suitable place for children to play. Children enjoy spending time in the nursery garden. Children have suitable opportunities to access this space to help support their physical activity. n Due to weaknesses in the deployment of suitably qualified staff, children are not

always supported adequately during the day with their behaviour or in their play and learning. However, overall, children behave well. Qualified staff notice when children make the right choices, praising them for their behaviour. They share expectations with children, such as giving reminders of how long they have left on an activity. Children in the pre-school room are keen to help at mealtimes and serve their own food. There are suitable opportunities for children to be independent. n Parents report that communication has improved since the last inspection. They welcome the daily updates they receive about their children on the online app. The key person provides more in-depth development updates. These updates support parents to understand their children's next steps in learning and how they can further support them at home. n Arrangements for children with special educational needs and/or disabilities

need to do better?

(SEND) have improved since the last inspection. Staff attend training and implement strategies to adequately support the individual needs of children with SEND. They work with the local authority and other professionals appropriately to support children's development using a consistent approach.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Children's safety is at risk. The provider does not ensure that there are suitably qualified members of first aid trained staff working in the nursery at all times when children are present. The provider fails to follow the nursery protocols to ensure that staff are suitable at the point of recruitment. Staff attend safeguarding training, however, not all staff understand the correct procedures to follow should they have a concern about adults working with children. Staff carry out daily checks and risk assessments to ensure that the premises remain safe and secure.
