p.2
improvement to be good
There is one child currently living in this home. They have lived at the home for several years. The child is cared for by a small and consistent team of staff who they know well. During the inspection, positive relationships were observed between the child and the staff.
p.3
improvement to be good
The child takes part in activities that they enjoy. Since the last inspection, the child has continued to attend a sea cadets group in the local community. During the summer holidays, the child enjoyed a trip away with staff where they participated in different activities, such as archery.
p.3
improvement to be good
Staff support the child to build and maintain relationships with their family members. The child’s views regarding the time they spend with family are listened to and acted on appropriately by staff.
p.3
improvement to be good
There is effective communication between staff and educational professionals. This ensures that the child gets the support they need and that any difficulties are understood and addressed. The child has recently received an award for achieving 100% attendance at school. However, the child’s most recent personal education plans are not on file, which had not been identified by the registered manager.
p.3
improvement to be good
Plans are in place to support children with their individual health needs. The child is registered with relevant health professionals and is supported to attend routine appointments.
p.3
improvement to be good
This small family home is comfortable and homely. Photos of the child during their time living in the home are on display. Some recent improvements have been made to the property, such as new windows to the utility room. However, the home’s bathroom door requires attention to ensure that it locks with ease.
p.3
improvement to be good
Risk management plans are in place to address the child’s risks and vulnerabilities. However, not all plans have been updated to ensure that they contain the most current information. Consequently, the strategies in place do not reflect staff practice. Furthermore, plans have not been reviewed to ensure that the strategies in place remain the most effective and proportionate way of managing risk.
p.3
improvement to be good
When incidents occur, staff respond quickly, and information is shared with relevant professionals. However, records do not always demonstrate that further follow-up work is carried out by the staff team to address the child’s key areas of need. Inspection report for children’s home: SC454265 4 There has only been one consequence used since the last inspection. While records indicate that the measure used was proportionate, they have not been completed with the level of detail required by regulation. This was a requirement at the last inspection and is restated.
p.3
improvement to be good
Plans that detail how staff are to manage the child’s behaviour have not been updated since the last inspection. During this inspection, it was identified that there is an inconsistent approach from staff regarding how they promote positive behaviour. This creates a lack of consistency for the child.
p.4
improvement to be good
There have been no incidents of the child going missing from this home since they moved in. There is a written protocol for staff to follow in the event the child goes missing. However, not all staff are confident in the actions required should the child go missing from the home.
p.4
improvement to be good
Internal door locks have been removed and thumb-turn locks have now been fitted to external doors of the home. This means that the child has access to all areas of their home and can leave the home independently in the event of an emergency.
p.4
good
The home is managed by a suitably experienced and qualified registered manager.
p.4
good
There is a small and dedicated staff team. Staff spoken to during the inspection describe a supportive environment and are positive about the home and the support they receive from the registered manager. All staff receive regular supervision. However, staff have not received an annual appraisal. This does not ensure that staff are supported to review and develop their practice, particularly staff placed in senior roles.
p.4
good
Staff are working towards achieving the relevant qualifications for their role. The home’s statement of purpose sets out the organisation’s approach to specific training for staff. However, this has not been prioritised in a timely way. Furthermore, staff have not received training in online safety, despite this being necessary.
p.4
good
Monitoring and review systems are ineffective. The registered manager does not review incidents thoroughly enough to understand what can be learned or to ensure that any further action required is taken.
p.4
good
The registered manager must ensure that the home’s rotas clearly record the actual hours staff work in the home. This will ensure that there are accurate records kept if there are any safeguarding concerns.
p.4
good
At the last inspection, a requirement was made regarding the home’s review of the quality of care, specifically in relation to the lack of evaluation and consultation with others. Sufficient action to address this has not been taken. Actions identified are weak and repeated in reports. Reports have not been sent to Ofsted within the Inspection report for children’s home: SC454265 5 timescales required by regulation and do not support the registered manager to drive forward improvement.
p.4
good
The home has an independent visitor to provide external scrutiny of the home. They have been visiting this home for several years. However, the content of reports gives limited feedback to the provider. This does not support the registered manager to develop practice in the home.
p.5
good
Leaders and managers have failed to meet four of the requirements made at the last inspection. Therefore, these requirements have been restated. Inspection report for children’s home: SC454265 6
