the care of children the safety of children the effectiveness of leaders and managers. Inspectors have looked closely at the experiences and progress of children, using the social care common inspection framework. This assurance inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service, how it meets the core functions of the service as set out in legislation, and to consider how well it complies with the Children’s Homes (England) Regulations 2015 and the ‘Guide to the Children’s Homes Regulations, including the quality standards’. p.1
Findings from the inspection
We did not identify any serious or widespread concerns in relation to the care or protection of children at this assurance inspection.
p.2
The care of children
The staff team helps the child to maintain family time with the people who are important to them. This promotes the child’s emotional health and well-being. The child is in full-time education. They are rarely absent from school. As a result, the child is now beginning to make progress with their learning and development. The manager has made improvements to ensure that the child is well matched to the home. The child said, ‘I really, really, really like living here and the staff really, really care for me.’ Staff regularly consult with the child. The child said that they can choose their meals and activities. The child also chose the wallpaper and colours for their bedroom.
p.2
The safety of children
The child said that they feel happy and safe living at the home. There have not been any safeguarding incidents within the inspection period. The manager keeps the child’s missing-from-home protocol up to date. This provides a detailed response for staff to follow if the child is missing. Since the last inspection, there have not been any missing-from-home incidents. Staff raise the child’s awareness of online harm through regular monitoring and discussion. This includes talking about safe and healthy relationships. This helps the child to stay safe online when using their phone and games console. The manager now updates the child’s risk-management plans on at least a monthly basis. The manager documents the child’s risks to provide clear strategies for staff to follow. Leaders and managers operate closed-circuit surveillance equipment in the home. This records images at the front entrance and rear garden of the home. However,
p.2
The safety of children
there is no information on the child’s file or in their plans justifying the need for such equipment.
p.2
The effectiveness of leaders and managers
Reports undertaken by the manager and independent person were not submitted to Ofsted within the required timescale. This affects the regulator’s oversight of the home. Assurance inspection report for children’s home: 2653207 3 The manager takes swift action when there is a complaint. This helps to resolve issues quickly and prevent reoccurrences. The manager has made improvements to monitoring systems and now completes a monthly audit. However, staff had not updated all the child’s relevant plans in the child’s file. Staff feel supported by leaders and managers. Staff also attend regular training to ensure that they fully understand and meet the child’s needs. One member of staff said, ‘It is a close-knit team, more like a family than a company.’ Assurance inspection report for children’s home: 2653207 4
