Inspection report for children's home - monitoring visit: SC043697 1 SC043697
p.1
Halliwell Homes Limited
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is privately owned and provides care for up to seven children. The home’s statement of purpose states that children living in this home may experience a range of social and emotional difficulties.
p.1
Information about this children’s home
The home is currently operating without a registered manager. A new manager started in the role in August 2022. He is suitably qualified and experienced. He has applied to Ofsted for registration.
p.1
This monitoring visit
Ofsted carried out a visit to the home to monitor a second restriction of accommodation notice that was served on 8 November 2022. The notice related to insufficient numbers of staff to care for the number of children the home is registered for, and some safeguarding processes had not been followed. There are currently three children living at the home.
p.1
This monitoring visit
There are enough staff available in the team to meet the needs of the current children living at the home. There is no reliance on the use of agency staff or staff from other homes on a regular basis. However, there continues to be insufficient numbers of staff to care for any additional children moving into the home.
p.1
This monitoring visit
The manager confirmed that the recruitment of new staff is underway. However, once the new staff are in post, the manager requires time to train them and embed therapeutic practice across the team.
p.1
This monitoring visit
On one occasion, staff failed to follow appropriate safeguarding procedures following an allegation made by a child. The placing authority’s out-of-hours emergency duty team was not notified of the child’s allegation. Furthermore, the manager did not identify this shortfall in his evaluation of the incident. There was also a delay in the manager notifying the local authority designated officer and Ofsted about the Inspection report for children's home - monitoring visit: SC043697 2 allegation. The manager and staff failed to understand and follow the company’s own safeguarding procedures.
p.1
This monitoring visit
Children’s behaviour support plans and the flow charts for the management of allegations do not include guidance regarding how to notify placing authorities of any serious concern out of working hours.
p.2
This monitoring visit
Managers take appropriate action should there be significant safeguarding concerns raised in relation to staff. However, managers do not discuss with staff the expectations of safe practice following the conclusion of any investigations. Additionally, there have been no discussions or mediation with children to help them understand the investigation process and to support them on staff’s return to the home.
p.2
This monitoring visit
The general cleanliness of the home has deteriorated since the last inspection. The children have become more unsettled, and this is reflected in the standard of the home environment. At the last inspection, the inspector noticed dead flies around a light fitting in one of the smaller bathrooms. There has been no action taken to address this health and safety issue.
p.2
This monitoring visit
There has been a slight increase in the use of restraint in recent months. The manager monitors the incidents regularly and reflects on how children can be supported to manage their behaviour more effectively. The records evidence that staff use de-escalation strategies and that restraint is used as a last resort. Debriefs with children and staff continue to be carried out and are used to make changes to practice when required.
p.2
This monitoring visit
The remaining areas of concern raised at the full inspection were not looked at during this visit. Therefore, they remain requirements and recommendations until the home’s next inspection. Inspection report for children's home - monitoring visit: SC043697 3
