Inspection report for children’s home - monitoring visit: 2645675 1 Registered provider: A&R Guardian Services Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home was registered with Ofsted in August 2021. It provides care for two children who may have social and emotional difficulties.

p.1

Information about this children’s home

The home has been without a registered manager since August 2022. A new manager has recently commenced in post but is yet to register with Ofsted.

p.1

This monitoring visit

The home was judged to be inadequate at the full inspection on 12 and 13 September 2022. Serious and widespread failures were identified in the leadership and management of the home and the safeguarding and care provided to children. As a result, the experiences of children were poor, and children were not making progress. Compliance notices were issued in relation to the protection of children and the leadership and management standards.

p.1

This monitoring visit

A monitoring visit took place on 1 November 2022 to review the progress that leaders and managers had made in meeting the compliance notices. No progress had been made. Due to significant concerns regarding the leadership and management of the home and the safeguarding of children, Ofsted suspended the registration of the home with immediate effect from 2 November 2022 to 25 January 2023 inclusively.

p.1

This monitoring visit

A monitoring visit took place on 13 December 2022 to review compliance with the suspension of registration, and consider any progress made in meeting the statutory requirements. At this monitoring visit, no progress was evident. The responsible individual has been dismissed for failing to have sufficient oversight of the home. All 13 requirements raised at the September 2022 inspection remained unmet and were Inspection report for children’s home - monitoring visit: 2645675 2 restated. Following this inspection, one additional requirement was made. The registration of the home remained suspended.

p.1

This monitoring visit

The focus of this monitoring visit was to review compliance with the suspension notice and to review any progress in meeting the requirements. A new manager commenced in post on 9 January 2023, so is yet to have an impact on the home.

p.2

This monitoring visit

One senior support worker has resigned and left her post. The current staff team consists of one senior and two support workers. The manager stated that he requires six members of staff to care for one child. Currently, there is insufficient staff in post to admit a child safely.

p.2

This monitoring visit

Despite shortfalls identified in safer recruitment at the inspections in September and December 2022, managers and leaders continue not to follow safer recruitment processes to ensure that staff are safe to work with children. The recruitment of staff remains a significant concern. For example, the director’s husband has been offered a support worker’s post without an application, interview or any of the required recruitment checks taking place. Another individual has commenced some induction training, with no interview or appropriate checks completed. Shortfalls were identified in both the new responsible individual and manager’s recruitment process.

p.2

This monitoring visit

Ten of the previous requirements raised remain unmet or untested and are, therefore, reinstated. Following this inspection, Ofsted suspended the home’s registration for the second time on 26 January 2023 to 19 April 2023 inclusively.
