Inspection report for children’s home - monitoring visit: SC039001 1 SC039001
p.1
Leicester City Council
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is run by a local authority. It is registered to provide care for up to seven children who may have social and emotional difficulties.
p.1
Information about this children’s home
The registered manager has been in post since June 2018 and is suitably qualified.
p.1
This monitoring visit
This home was judged to be inadequate at the full inspection on 21 and 22 November 2022. Serious and widespread failings were identified in leadership and management and the safeguarding and care provided to children. As a result, the experience of children was poor, and children were not making progress. Compliance notices were issued in relation to the protection of children and the leadership and management standards respectively. On 24 November 2022, Ofsted restricted the home to prevent any further admissions to support the home to make progress.
p.1
This monitoring visit
The focus of this monitoring visit was to review the progress that leaders and managers have made in meeting the compliance notices. However, at this visit, no progress has been made. The compliance notices are unmet and have been restated.
p.1
This monitoring visit
Since the full inspection in November 2022, the same six children have remained living at the home. One child continues to have a significant negative impact on the other children. There have been several serious incidents, which demonstrate that staff cannot adequately safeguard children and manage their risks and vulnerabilities. For example, in January 2023, there were incidents of children being able to barricade themselves in bedrooms and other areas of the home. Staff interventions were ineffective, which led to prolonged disruptive incidents that impacted on children. Inspection report for children’s home - monitoring visit: SC039001 2 There is an insufficient number of staff on shift to ensure that children are appropriately supervised and monitored. Children continue to go missing from care. In November 2022, one child was able to leave the home at night without staff’s knowledge. In January 2023, three children were able to leave the home early in the
p.1
This monitoring visit
morning without staff’s knowledge. Inadequate staffing levels means that staff are not able to sufficiently search for children to bring about their safe return. On occasion, children have been left in the community following periods of missing as there have not been sufficient staff to collect them.
p.2
This monitoring visit
Staff do not support children to understand the risk associated with some of their behaviours. There is a lack of direct work with children following incidents in order to help them to understand the risks and impact on others. Consequently, children continue to display unsafe behaviours that place them and others at risk.
p.2
This monitoring visit
Since the last inspection, managers have reviewed the children’s risk assessments. Some of these are still not up to date, and not all known risks have been assessed. Therefore, there is a lack of effective strategies in place for staff to follow. In addition, managers are not reviewing incidents swiftly, and poor staff practice is not identified and addressed.
p.2
This monitoring visit
Following this inspection, the two compliance notices, under regulations 12 and 13 the protection of children and leaderships and management standards respectively, have been reissued. The home remains restricted to taking further children until 16 February 2023. During this period of restriction, rapid and significant improvement is required.
