Inspection report for children's home - monitoring visit: 2664883 1 Registered provider: Hull City Council

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is operated by a local authority. The home and manager both registered with Ofsted in January 2022. The manager is suitably qualified and experienced.

p.1

Information about this children’s home

This home provides a solo placement for one child. It is part of a three-part wider service, which includes an outreach service for children and families in their own homes. This also includes another separately registered larger home, where multiple children have respite away from their families.

p.1

This monitoring visit

Ofsted carried out a monitoring visit on 8 November 2022 in response to increased notifications about a child’s safety from the provider to the regulator. At the monitoring visit, serious concerns were identified and, as a result, two compliance notices were issued under regulation 5 (engaging with the wider system to ensure children’s needs are met) and regulation 12 (the protection of children standard).

p.1

This monitoring visit

The purpose of this monitoring visit was to review the actions taken by the provider in response to the two compliance notices. The inspector found that since the last visit, action has been taken to improve the service. Both compliance notices have been met. However, a requirement under regulation 36 (children’s case records) has been issued. Additional requirements raised during the monitoring visit on 8 November 2022, have not been reviewed and have been restated.

p.1

This monitoring visit

Almost all staff are now trained in how to respond effectively to complex situations that arise involving the child who lives at this home. For those staff who are awaiting this training, measures are in place to ensure the child is not at an increased risk of harm from untrained staff. Inspection report for children's home - monitoring visit: 2664883 2 Additional training and information specific to the experiences and needs of the child have been provided to staff. This enables staff to have an improved understanding of how to help and protect the child. In addition, the team continues to benefit from weekly advice and support from a psychologist who visits the home. As a result, staff are better equipped to identify and respond more swiftly and appropriately to escalating behaviours.

p.1

This monitoring visit

Staff have received training in how to carry out bedroom searches effectively. This has enabled them to uncover unsafe items, which have been removed and disposed of. This helps protect the child from harm.

p.2

This monitoring visit

The registered manager is proactive in arranging professionals’ meetings following serious incidents. This ensures discussions take place and strategies can be implemented to reduce risk. The registered manager communicates the outcome of these meetings to the staff team. As a result, staff have up-to-date information and can provide a consistent approach in supporting the child.

p.2

This monitoring visit

Specialist services are now in place for the child. This means intervention is being provided by the most skilled professionals. This will provide an opportunity for therapy and recovery for the child.

p.2

This monitoring visit

While missing-from-home episodes continue to happen, they are shorter in duration. This reduces the child’s exposure to risk. The child also often returns to the home without the need for police assistance. This is significant progress, which suggests that the child has an improved connection and sense of belonging to the home. However, records of these episodes lack detail about the efforts made by staff to follow, locate and make contact with the child. This makes it difficult for the registered manager to scrutinise staff actions.

p.2

This monitoring visit

The remaining three requirements raised at the previous monitoring visit were not reviewed as part of this monitoring visit. They will be assessed at the next inspection. Inspection report for children's home - monitoring visit: 2664883 3
