p.1

The property is situated in a semi-rural setting, with a large garden to the rear. The families have their own bedrooms and share the communal rooms. The communal space includes two kitchen/dining rooms, and two lounges and bathrooms, with some of the bedrooms being ensuite.

p.1

Information about this residential family centre

The residential family centre was registered in September 2020. The registered manager left the service in August 2022. An acting manager was appointed to take over the management of the home. However, since then, another manager has been identified and has very recently taken up post. They have not yet applied to register with Ofsted.

Information about this residential family centre

Dates of previous inspection: 27 and 28 July 2022

p.1

This monitoring visit

Following the full inspection on 27 and 28 July 2022, the service was judged inadequate. The inspection found significant breaches in regulations relating to the placement and assessments of families, and the management oversight of the service.

p.1

This monitoring visit

Ofsted issued two compliance notices under section 22 of the Care Standards Act 2000. These were in relation to regulation 8, registered person — general Inspection report for residential family centre - monitoring visit: Oikos Family Assessment Centres 2 requirements, regulation 13, placements and 13A, assessments. A notice to restrict accommodation was also issued with the compliance notices.

p.1

This monitoring visit

At the monitoring visit on 10 October 2022, it transpired that the compliance notices had not been received. The provider was therefore unable to evidence that all of steps in the compliance notices had been met. At this monitoring visit, the provider was able to demonstrate that all the steps had been met, and the restriction of accommodation has been lifted.

p.2

This monitoring visit

The provider has revised and updated a number of forms and documents that underpin the basis for running a safe and transparent service. This includes the impact risk assessment, the parenting assessment framework, and the parent and child risk assessment. This now provides staff with clear guidance and strategies to mitigate risk so that families can live safely together.

p.2

This monitoring visit

The newly appointed manager is an experienced social worker and, in the interim, will undertake the parenting assessments. This will ensure that all parenting assessments will meet the requirements of the instructing local authority. The provider is currently in the process of recruiting a suitably qualified social worker.

p.2

This monitoring visit

Supervision and training for staff is taking place at regular intervals. The quality of supervision and appraisal is much improved, and staff feel well supported in their respective roles and professional development. Staff have shown an aptitude for using their acquired learning to structure key working that is relevant to the specific needs of parents.

p.2

This monitoring visit

Monitoring and management oversight of the service is more robust. This provides a more effective and safe quality assurance process to ensure that any shortfalls are addressed to support continuous improvement. However, there have been no families residing at the centre since October. Therefore, the changes that have been made are untested.
