p.1
The provision is inadequate
Children's health, welfare and safety are not assured. There are high levels of mould in the pre-school room and the nursery toilet area. Some rooms in the nursery are too cold for children. On occasions, the provider does not ensure there is a member of staff qualified in paediatric first aid on site at all times when children are present. Children are not provided with outdoor activities on a daily basis.
p.2
The provision is inadequate
Staff are unaware of children's learning needs. Consequently, children disengage from activities provided by the staff and wander without purpose. They become bored and display unwanted behaviour. For example, children stand on chairs, they throw toys, knock over building bricks that children have taken time to construct and regularly spoil other children's play. Support for children with special educational needs and/or disabilities (SEND) is poor and children who require extra help do not receive the targeted support they need. Children under two years of age do not have sufficient, good quality resources to excite and motivate them to play. They do not have quality interactions from staff, who concentrate on the older children in the room. As a result, children do not develop a positive attitude towards learning.
p.2
need to do better?
n The provider does not ensure that staff take all possible steps to identify and remove hazards in the environment. For example, there is a long-standing issue with the presence of mould in the pre-school room and the toilet area used by all children. There is a lack of heating in some parts of the nursery. Children walk on very cold floors in their socks or bare feet. The provider does not comply with the registration requirements, to ensure a member of staff with paediatric first aid is on site at all times when children are present. This does not support children's safety, health or welfare. n The nursery's curriculum is poorly planned and uninspiring. The provider is able to explain her intentions for staff to support children's learning and development using children's learning needs and interests. However, this is not implemented by staff in practice. The curriculum is not linked to what children need to learn

next. n Staff fail to manage disruptive behaviour or support children to develop an understanding of right from wrong. n There has been a high turnover of staff recently and all the staff are new to the nursery. Staff are unaware of children's current knowledge or learning needs. They are uncertain of the ages of the children they care for. Children with SEND and those who need additional help do not receive the support they need to make the progress they are capable of.
p.2
need to do better?
8 December 2022 n The provider fails to provide staff with effective supervision, training and support to enable them to fulfil their roles and responsibilities. The provider does not monitor the practice of the manager and staff and has failed to identify weaknesses in leadership and poor teaching practice. She does not ensure that staff plan challenging and enjoyable experiences for every child, based on children's interests and learning needs. n Staff do not have high expectations for children's learning. For example, during a craft activity, staff do not enable children to explore resources independently to develop their own ideas and lead their own play. Consequently, the activity lacks ambition and children quickly disengage. n Staff are not deployed effectively to meet children's needs. For example, staff sit on a chair in the doorway to stop children leaving the room. This means they are unable to interact positively with children or extend children's learning as they

play. Resources are strewn across the floor by some of the children, leaving very little space for children to walk safely, and the play value of the resources is completely diminished. Staff overlook the quieter, less confident children, as they have to manage the behaviour of the more challenging children. This creates a loud, chaotic and unsafe learning environment. n The key-person system is not effective. When key persons are not on site, other staff are unaware of children's learning needs. Additionally, key persons do not carry out accurate observations and assessments of children's learning or ensure children receive the support they need to catch up with their peers. n Parents are not aware of who their children's key person is or what their children are working towards in their learning and development during their time at the nursery. However, they comment on the friendly staff and say their children are

Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
There are serious weaknesses in leadership and management, which compromise children's health, safety and well-being. The provider does not ensure there is a member of staff qualified in paediatric first aid on site at all times when children are present. She has not taken steps to address the presence of mould within the nursery. Areas within the nursery are too cold for children. However, staff have a secure understanding of the signs and symptoms of abuse. The provider has robust recruitment procedures in place to help to ensure staff are suitably vetted to work with children.

Inspection activities
n The inspector discussed any continued impact of the pandemic with the setting and has taken that into account in their evaluation of the setting. n We carried out the inspection as a result of a risk assessment, following information we received about the provider. n The provider and the inspector completed a learning walk to gather information about how the provision and curriculum are organised. n The provider carried out a number of joint observations with the inspector to evaluate the impact of teaching on children's learning. n Parents spoke to the inspector and gave their views of the nursery. n The inspector observed the quality of teaching to assess the impact of this on children's learning. n The inspector held meetings with the manager and provider. n The inspector looked at relevant documentation and evidence of staff suitability.
p.7
