Inspection report for children’s home - monitoring visit: 2655778 1 Registered provider: High View Children’s Services Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home provides care and accommodation for up to three children who have learning disabilities. A private company runs the home.

p.1

Information about this children’s home

The home was registered with Ofsted in May 2022. An interim manager and new responsible individual have been appointed since the last inspection.

p.1

This monitoring visit

On 14 and 15 September 2022, Ofsted undertook a full inspection and judged the home to be inadequate. The purpose of this visit was to review the progress made since the full inspection.

p.1

This monitoring visit

Since the full inspection, the responsible individual and registered manager have left the home. An interim manager and a new responsible individual have been recruited to improve standards of care. At the time of this inspection, there is one child living in the home. One child has left the home since the last inspection.

p.1

This monitoring visit

New managers have taken swift action to address many of the shortfalls raised at the last inspection. Out of the 11 requirements raised at the last inspection, eight have been met. Progress has been made in respect of three requirements, for which the completion date has not yet passed.

p.1

This monitoring visit

An admissions and placement planning policy has now been implemented. Leaders and managers have recognised the limitations of an inexperienced staff team, which did not receive the required training or sufficient support and guidance under the previous leadership. While the staff team goes through a period of retraining, there are no plans to admit new children into the home. Inspection report for children’s home - monitoring visit: 2655778 2 Children are regularly consulted about their plans and the care they receive. The child living in the home has access to an advocate and understands the complaints procedure. The manager ensures that she responds to the child’s wishes and feelings effectively. Improved consultation with children ensured that one child enjoyed positive experiences before she left the home. Another child told the inspector she feels involved in her care.

p.1

This monitoring visit

Managers have undertaken a comprehensive review of the service. There has been a complete overhaul of risk management paperwork. A new safeguarding policy has been implemented. Risk assessments have been improved and include all known risks to children, with clear strategies in place for staff to follow. This includes clear guidance for staff to follow if children go missing from the home. Risk assessments have been shared with safeguarding professionals. This ensures a transparent and cohesive approach to keeping children safe.

p.2

This monitoring visit

Managers have reviewed online safety arrangements in the home. There are now systems in place which support staff to keep children safe online. Good-quality educational work has taken place with children to help them understand risks when using the internet. This is supporting one child to learn how to keep herself safe online, so that she can use social media to keep in touch with her friends.

p.2

This monitoring visit

Adequate supervision of children and improved management oversight have contributed to a reduction of incidents. Team meetings have been used for learning and reflection, and clear expectations have been set out for staff to ensure that they do not place unnecessary restrictions on children. Managers are supporting staff to understand children’s behaviours and how to respond to them effectively. There have been no physical interventions since the last inspection.

p.2

This monitoring visit

Managers have reviewed staff’s learning and development needs. The majority of staff have been retrained in safeguarding and restorative practice, and they have undertaken medication training. Staff have not yet received training in the home’s therapeutic model. However, this training is scheduled. The home’s statement of purpose has been amended to ensure that this accurately reflects the care and services offered and provided to children.

p.2

This monitoring visit

Managers have implemented new monitoring systems to enable them to identify any shortfalls in the care that children receive and to be proactive in addressing these. This includes regular monitoring of children’s educational achievements, care planning and health needs. This means that managers now have better oversight of children’s progress and are able to identify and address shortfalls proactively. These new systems are in their infancy and will be reviewed in full at the next inspection.

p.2

This monitoring visit

A review of the health and safety of the building has taken place. This has included a thorough health and safety audit and fire risk assessment. The manager has ensured that the environment is safe for children. All notifiable incidents have been reported to Ofsted. Inspection report for children’s home - monitoring visit: 2655778 3
