Inspection report for children’s home - monitoring visit: 2569163 1 Registered provider: Future 19 Social Care Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
A private provider owns and manages this home. The home provides care for up to three children who may experience social and emotional difficulties.
p.1
Information about this children’s home
The home registered on 13 March 2020. It has been without a registered manager since May 2021. The former acting manager left the post in May 2022. A new manager who was appointed on 4 July 2022 is overseeing the management of the home. Ofsted has not received an application from them to formally become registered.
p.1
This monitoring visit
In June 2022, the home was judged inadequate for a third time. This led to three compliance notices being issued under regulation 12 (the protection of children standard), regulation 13 (the leadership and management standard) and regulation 32 (fitness of workers). A decision was made to restrict accommodation to prevent further admissions to the home.
p.1
This monitoring visit
A monitoring visit was undertaken on 8 August 2022. The inspector found that the provider had taken sufficient action to improve safeguarding practice. However, out of the three compliance notices, the provider had met the steps relating to regulation 12. The compliance notice under regulation 13 had only been partially met. The provider had not met the compliance notice under regulation 32. Therefore, both compliance notices under regulations 13 and 32 were reissued. The notice to restrict accommodation remained in place.
p.1
This monitoring visit
A second monitoring visit was undertaken on 21 September 2022. The inspector found that the new manager had improved oversight of the home and had taken sufficient action to implement new monitoring systems and review the quality of children’s care planning records. However, out of the two compliance notices, the provider had met only the one under regulation 13. The steps relating to regulation Inspection report for children’s home - monitoring visit: 2569163 2 32 remained unmet. The compliance notice under regulation 32 and the notice to restrict accommodation were reissued.
p.1
This monitoring visit
Since the last inspection, the provider has strengthened safer recruitment practice. The home’s manager and deputy manager have undertaken training, and the practice on how they recruit new workers for the home has improved. A new policy and procedure are in use, and audits of all existing staff records have been completed. There are now sufficient checks to ensure staff working in the home are suitable and have the skills to work with children.
p.2
This monitoring visit
New staff working in the home follow a comprehensive induction programme. Group activities help staff to learn about their role. Regular staff competency assessments are recorded on individual induction booklets. The manager knows how the staff are progressing, and staff feel supported and informed in their role.
p.2
This monitoring visit
The statement of purpose does not provide an accurate reflection of the home. It does not account for the use of monitoring and surveillance equipment. Furthermore, there is no explanation of how the provider intends to promote positive role modelling when there is a gender imbalance in the staff team.
p.2
This monitoring visit
In summary, Ofsted is satisfied that the steps outlined in the compliance notice for regulation 32 have been met alongside part of the requirement relating to the employment of staff. The notice to restrict accommodation has been lifted.
p.2
This monitoring visit
An additional requirement has been made, and the remaining eight requirements made at the full inspection have not been fully reviewed as part of this visit. Inspection report for children’s home - monitoring visit: 2569163 3
