Inspection report for children’s home - monitoring visit: 2645675 1

p.1

Information about this children’s home

This home was registered with Ofsted in August 2021. It provides care for two children who may have emotional and social difficulties.

p.1

Information about this children’s home

The home has been without a manager since August 2022.

p.1

This monitoring visit

The home was judged to be inadequate at the full inspection on 12 and 13 September 2022. Serious and widespread failures were identified in the leadership and management of the home and the safeguarding and care provided to children. As a result, the experience of children was poor and children were not making progress. Compliance notices were issued in relation to the protection of children and the leadership and management standards respectively.

p.1

This monitoring visit

The focus of this monitoring visit was to review the progress that leaders and managers have made in meeting the compliance notices. However, at this visit, no progress had been made. The compliance notices are unmet.

p.1

This monitoring visit

Since the full inspection in September 2022, there have been several serious incidents. These concerns demonstrate that the staff cannot adequately safeguard children and manage their risks and vulnerabilities. For example, in September 2022, two children were able to take the home’s vehicle and drove the car around the roads, which required police intervention. Staff failed to take effective action to prevent this incident. Consequently, children, staff and members of the public were placed at risk.

p.1

This monitoring visit

In October 2022, staff discovered a video of one of the children using accelerants to start a fire. Managers and staff failed to address this incident appropriately. There was a lack of professional curiosity, learning or understanding as to how this incident could have occurred. Staff also failed to complete a room search to assure themselves that the child had no items in his bedroom that could present a risk. A Inspection report for children’s home - monitoring visit: 2645675 2 few weeks later the same child was able to light a fire in the home. Staff only became aware of this when the fire alarms were activated. The supervision of this child was inadequate, despite him requiring two members of staff to be with him constantly to provide the required levels of supervision and support.

p.1

This monitoring visit

There is no manager or deputy manager in post. The team leader, who is in day-to- day charge of the home, does not have the skills and experience to lead the care of children. The responsible individual has not intervened to provide the support, oversight and monitoring required. This is an inadequacy. As a result, the current management arrangements are insufficient to identify and improve the quality of care provided to children.

p.2

This monitoring visit

Managers and leaders have failed to respond to safeguarding incidents or report them to the correct external professional agencies. Ofsted, as the regulator, have not been informed of all notifiable events. Concerns identified at the September inspection have not been investigated. As a result, Ofsted has little confidence in the leaders’ and managers’ ability to effectively safeguard children and address staff practice issues.

p.2

This monitoring visit

Due to the significant concerns regarding the leadership and management of the home and the safeguarding of children, Ofsted suspended the registration of this home with immediate effect from 2 November 2022. During the period of suspension, rapid and significant improvement is required.
