Context and focus of visit
From October 2018, Ofsted undertook to carry out monitoring visits to all newly directly funded providers of apprenticeship training provision which began to be funded from April 2017 or after by ESFA and/or the apprenticeship levy. This follow- up safeguarding monitoring visit has been carried out consequent to the provider being found to be making insufficient progress with respect to safeguarding at their previous monitoring visit. It follows the arrangements outlined in the Further education and skills inspection handbook.
p.2
Context and focus of visit
The focus of this visit was on the safeguarding theme below.
p.2
Reasonable progress
Leaders and managers have improved their oversight of the safeguarding of apprentices since the last monitoring visit. They meet frequently with governors to discuss and review safeguarding systems, procedures and the welfare of apprentices.
p.2
Reasonable progress
Leaders and managers have established suitable policies and procedures that meet statutory guidance and enable them to identify apprentices who are at risk. These include a clear procedure with supporting documentation for staff to use and report any safeguarding concerns. Staff now understand how to recognise and report any concerns that they have about apprentices’ safety and well-being. There have been no safeguarding referrals since the introduction of the revised procedure.
p.2
Reasonable progress
Leaders and managers have revised their recruitment policies and procedures to ensure that the staff they recruit are suitable to work with young and vulnerable learners. They carry out appropriate pre-employment checks, and the revised policy includes guidance on carrying out social media checks.
p.2
Reasonable progress
Leaders and managers have ensured that staff have updated their knowledge of the ‘Prevent’ duty and have completed training in safeguarding. Staff use their knowledge to help apprentices gain an understanding of the risks posed by radicalisation and how to recognise extremist behaviour. Apprentices can explain the need to inform line managers if they gain remote access to a client’s computer when dealing with technical issues and they discover any unsuitable material.
p.2
Reasonable progress
Staff have developed a series of useful online courses that help to raise apprentices’ awareness of safeguarding topics such as mental health well-being and online safety. As a result of the training on online safety, apprentices know how to stay safe online, Monitoring visit: AS Training (International), 27 and 28 October 2022. including when using social media. They know not to disclose any personal information, including financial details. They are aware of the risks of online scams and the importance of following GDPR regulations when processing personal data.
p.2
Reasonable progress
Staff carry out frequent well-being checks that focus on emotional and physical well- being. Apprentices feel safe and understand the need to establish and maintain healthy relationships. They can identify potential indicators of sexual harassment and understand the need to report any incidents to their managers or relevant authorities.
p.3
Reasonable progress
Staff do not help apprentices to identify well enough the potential risks posed in the various locations that apprentices work in. Apprentices have an appropriate general understanding of safeguarding issues and possible risks, but they do not have sufficient awareness of the possible risks within their specific local areas. Monitoring visit: AS Training (International), 27 and 28 October 2022. regulates and inspects to achieve excellence in the care of children and young people, and in education and skills for learners of all ages. It regulates and inspects childcare and children's social care, and inspects the Children and Family Court Advisory and Support Service (Cafcass), schools, colleges, initial teacher training, further education and skills, adult and community learning, and education and training in prisons and other secure establishments. It assesses council children's services, and inspects services for children looked after, safeguarding
