Inspection report for children’s home - monitoring visit: 2598804 1 Registered provider: Supporting Hands Care Services Ltd
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is owned and managed by a private company. It provides care and support for one child who may have social and/or emotional difficulties. The home and the manager registered with Ofsted in April 2021.
p.1
This monitoring visit
Following the full inspection on 15 and 16 August 2022, the home was judged inadequate. The inspection found that the provider had failed to maintain consistently strong and effective management oversight and good safeguarding practice.
p.1
This monitoring visit
Ofsted issued two compliance notices under section 22 of the Care Standards Act 2000. These were in relation to regulation 12, the protection of children standard, and regulation 13, the leadership and management standard. The second notice was raised for the fourth time. A decision was also made to issue a notice of proposal to cancel the registration due to the provider’s persistent failure to improve.
p.1
This monitoring visit
The purpose of this visit was to assess the progress made to meet the two compliance notices. The manager was not available. Discussions were held with the responsible individual, deputy manager and member of staff about the improvements made since the last inspection. Discussion with the child also took place.
p.1
This monitoring visit
The provider has taken sufficient steps to improve their understanding of safeguarding practices and improve the effectiveness of the monitoring systems. Leaders, managers and staff have used a recent team meeting to revisit the safeguarding procedures and practice, including allegations against staff, which has informed their knowledge and practice. Inspection report for children’s home - monitoring visit: 2598804 2 The location of the ligature cutter has been included in the child’s risk assessment, which complements the staff practices that are related to this particular risk. The lone worker risk assessment has also been implemented. It has been shared with the staff and discussed with the child. The lone working risk assessment promotes transparency and safer caring practices in the home.
p.1
This monitoring visit
The registered manager has used the monitoring systems to improve their evaluation of the child’s care and operation of the home. The registered manager is responding to incidents and supporting staff and their performance through regular debriefs. Monitoring that is conducted by the responsible individual provides a further level of scrutiny to the management oversight. Safety and welfare concerns have been addressed. Any shortfalls in practice have been addressed with the staff.
p.2
This monitoring visit
Ofsted has been notified about two serious incidents since the last inspection. The information that is shared with Ofsted is consistent with the incidents’ forms that are kept by the home. This enables Ofsted to have a better oversight of safeguarding practices in the home.
p.2
This monitoring visit
Leaders, managers and staff have discussed in the recent team meeting about what constitutes physical intervention and how these records must be maintained. This enables everyone to have a shared understanding and act in a manner that promotes the child’s safety and welfare.
p.2
This monitoring visit
In summary, the provider has met the compliance notices that were issued following the full inspection in August 2022. However, the provider needs to embed the improvements fully into their practice.
