Inspection report for children’s home - monitoring visit: 2569163 1

p.1

Future 19 Social Care Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

A private provider owns and manages this home. The home provides care for up to three children who may experience social and emotional difficulties.

p.1

Information about this children’s home

The home registered on 13 March 2020. It has been without a registered manager since May 2021. The former acting manager left the post in May 2022. A new manager, who has not yet applied to become the registered manager, was appointed on 4 July 2022.

p.1

This monitoring visit

Following a full inspection in June 2022, the home was judged inadequate for a third time. This led to three compliance notices being issued under regulation 12 (the protection of children standard), regulation 13 (the leadership and management standard) and regulation 32 (fitness of workers). A decision was made to restrict accommodation to prevent further admissions to the home.

p.1

This monitoring visit

A monitoring visit was undertaken on 8 August 2022. The inspector found that the provider had taken sufficient action to improve safeguarding practice. However, out of the three compliance notices, the provider had met only the one under regulation 12. The compliance notice under regulation 13 had only been partially met. The provider had not met the compliance notice under regulation 32. The compliance notices under regulations 13 and 32 were reissued. The notice to restrict accommodation remained in place.

p.1

This monitoring visit

Since the last inspection, improvements have been made to the quality of children’s records and the review and evaluation of incident reports. A service development plan and management audits are now in use. The manager now has systems to identify and respond to shortfalls. Inspection report for children’s home - monitoring visit: 2569163 2 The three children who were living at the home have moved on from the home, in line with their transition plans.

p.1

This monitoring visit

As a result, Ofsted is satisfied that the steps outlined in the compliance notice for regulation 13 have been met alongside part of the requirement for regulation 14 (the care planning standard).

p.2

This monitoring visit

The monitoring visit in August 2022 highlighted support for agency staff as being poor. Supervision and induction programmes did not occur in a timely way. One agency worker has completed further shifts without an induction taking place. Support for agency staff has not improved.

p.2

This monitoring visit

Safer recruitment procedures are not practised. The provider’s failure to record their review of agency staff’s documentation demonstrates a lack of thoroughness. It is not clear how they are satisfied that agency staff are safe and skilled to work with children.

p.2

This monitoring visit

Recruitment to the home is progressing and new permanent members of staff are now working at the home. The provider has failed to embed or sustain a procedure for undertaking the required checks. An examination of the recruitment files shows that one new member of staff has a significant gap in their employment history. The provider’s failure to identify this has meant that the gap has not been explored. Rigorous recruitment checks do not take place, which places children at risk of significant harm.

p.2

This monitoring visit

The compliance notice under regulation 32 and the notice to restrict accommodation are reissued. Eight requirements made at the full inspection have not been fully reviewed as part of this visit.
