Inspection report for children’s home - monitoring visit: SC437128 1 SC437128 Registered provider: Hillcrest Children Services (2) Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home provides care for up to three children whose adverse childhood experiences and trauma can lead to them exhibiting complex behaviours. A large national provider operates this home.
p.1
Information about this children’s home
The manager registered with Ofsted in November 2019.
p.1
This monitoring visit
This children’s home was judged inadequate at the full inspection that took place on 9 and 10 August 2022. As a result of that inspection, Ofsted issued compliance notices in relation to regulations 12 and 13 of the Children’s Homes (England) Regulations 2015 with an end date of 25 September 2022.
p.1
This monitoring visit
On 30 August 2022, Ofsted received concerns from a child’s placing authority relating to the safeguarding arrangements for children. In response to these concerns, Ofsted carried out this monitoring visit. The purpose of this visit was to ensure that the provider had taken all the necessary steps to ensure that children were protected from harm.
p.1
This monitoring visit
The monitoring visit found that there continue to be widespread concerns and failures in relation to the safeguarding arrangements for children and the leadership and management of the home. As a result, a notice to suspend registration has been issued and a further compliance notice has been issued in relation to regulation 13 (1)(a)(b)(2)(c) of The Children Home (England) Regulation 2015.
p.1
This monitoring visit
Children have been placed with other children who present a risk to them. The inspector found that a child living at the home has a significant history of sexually harmful behaviour. Information provided to leaders and managers regarding this Inspection report for children’s home - monitoring visit: SC437128 2 child informed them that the child presented a serious risk to young children. Despite having this information, leaders and managers admitted a young child to the home in March 2022. In addition, they did not consider the risks to both children and did not put in place any guidance to safeguard them. As a result, one child has exhibited highly sexualised behaviour towards the young child, causing them significant harm.
p.1
This monitoring visit
The inspector found that the registered person’s oversight of the safeguarding arrangements for children is inadequate. There have been significant incidents of harmful sexualised behaviour being displayed by one child towards another and recent incidents of physical aggression and self-harm by a child who had used a ligature on themselves. However, the registered manager’s review of the children’s risk assessments shows that she still considered the risk level to be low. This demonstrates a poor understanding of children’s risks and the adverse impact that these risks can have on children if not managed safely.
p.2
This monitoring visit
Leaders and managers have lacked professional curiosity and failed to act on concerns regarding children’s welfare. The registered manager did not explore the histories of children living in the home or the cause of an increase in recent incidents involving children. Their reviews of these incidents failed to capture any lessons learned to inform staff practice. As a result, they failed to identify that children were experiencing harm and did not take effective action to safeguard them.
p.2
This monitoring visit
The registered manager does not have the necessary skills, experience and training to keep children safe and meet their needs. This is because they have not had sufficient training in managing children who display physically aggressive behaviour or harmful sexualised behaviour and who self-harm. The registered manager told the inspector that they have completed an online course but did not feel that this equipped them to manage children’s self-harm and harmful sexualised behaviour.
p.2
This monitoring visit
The staff are inexperienced and do not have all the training necessary to meet the needs of children. This is because not all staff have undertaken training in supporting children who display sexually harmful behaviours or those who self-harm. The majority of staff have only been working in the home since April 2022. Only two members of staff employed at the home have been working there for more than six months. The inexperience of the staff team and lack of sufficient training means that managers and staff do not have the confidence or capability to care for the children and keep them safe.
p.2
This monitoring visit
There are insufficient numbers of staff to safely care for the number of children the home is registered for. As a result, the responsible individual and the registered manager have worked a significant number of hours on shift with children. This means that they have not had the necessary oversight of children’s care and experiences in the home to ensure that they are protected and their welfare is promoted. Inspection report for children’s home - monitoring visit: SC437128 3 None of the requirements issued at the previous inspection were reviewed during this monitoring visit and they have therefore been restated.
