Inspection report for children's home - monitoring visit: SC065261 1 SC065261 Registered provider: Cambian Autism Services Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This children’s home is registered to care for up to 40 children with autism spectrum disorder and/or learning disabilities.
p.1
Information about this children’s home
The children’s home is on the same site as a special school run by the provider. The home currently provides care for 15 children across eight houses. The home is owned by a private national organisation.
p.1
Information about this children’s home
The current manager has been in post since November 2021 and has applied to register with Ofsted.
p.1
This monitoring visit
Following a full inspection on 28, 29 and 30 June 2022, Ofsted judged the home to be inadequate. This was the third inadequate judgement in a 12-month period. At the last inspection, serious and widespread concerns were identified in multiple areas. These included concerns with safeguarding processes, high staff turnover in the teams supporting children, and the understanding and tracking of children’s progress. In addition, concerns were identified with the limited progress of change. This visit monitored progress since the full inspection.
p.1
This monitoring visit
Senior leaders have put in place additional support for leaders and managers in the home. This has led to the completion of applications to separate the registration of the home. Leaders and managers identify that the home’s large structure prevents swift progress. While an application to separate the registration is in place to address this, practical steps to make necessary changes in preparation for the registration changes have not yet been implemented. A quality improvement plan and process are in place, which outline the actions to improve the home. Inspection report for children's home - monitoring visit: SC065261 2 Staffing consistency has improved across the houses. Temporary staff continue to be employed, however, there has been a reduction in the number of different staff caring for children. This helps children to establish relationships with staff who know them. Recruitment of permanent staff is ongoing.
p.1
This monitoring visit
Some unresolved safeguarding concerns from the previous inspection are now closed. However, not all external investigations are yet resolved, the oldest dating back to March. As a result, learning from these incidents cannot be implemented. Internal investigations continue to take too long to complete. Clarification of information from staff to conclude investigations is not prioritised. Records of safeguarding concerns are not created for all safeguarding incidents identified.
p.2
This monitoring visit
It was not possible to review a current list of completed mandatory training during the visit. The report on training contained incorrect data, raising concerns about management oversight. Information provided after the inspection shows that most staff complete mandatory training. However, there are significant gaps in the completion of important specialist training to support children with complex needs, including, learning disability awareness, Makaton and sensory processing.
p.2
This monitoring visit
Supervision records are not yet of a consistently good quality. Some lack clear actions and do not demonstrate how supervision helps staff to support children. An example of a good supervision record was seen, showing that leaders and managers understand what the standard should be.
p.2
This monitoring visit
Some children’s targets continue to lack detail to help staff understand how to help children make progress. The quality of recording relating to progress is inconsistent. Managers do not review the quality of the record effectively to understand if staff support children to make progress.
p.2
This monitoring visit
Children’s access to activities is now being tracked to understand how often children are going out. However, processes to use this tracking to improve children’s experiences are not yet in place. Children’s views are sought about what they enjoy doing and what they would like to do.
p.2
This monitoring visit
The requirements made at the previous inspection were not reviewed in full and so remain in place for review at the next inspection. Inspection report for children's home - monitoring visit: SC065261 3
