Inspection of Bright Kidz Nursery 24 Chancellor Road, Southend-On-Sea, Essex SS1 2AS

p.1

Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

Managers and staff do not ensure that children's health and safety is assured. Children are not protected from the sun when playing outdoors in very hot weather. They are not always provided with drinking water to ensure that they remain hydrated, indoors or outdoors. Children's individual care and learning needs are not effectively promoted as key persons do not demonstrate secure knowledge of the children in their care. They lack understanding of guidance on good practice with regards to storing packed lunches and keeping food safe. Children are not provided with a curriculum that is challenging, exciting and meaningful. When staff and managers do ask questions, they are often fired at children in quick succession, not allowing them time to think. Questions and discussions between managers, staff and children are often too basic and do not take into account the child's prior knowledge. Therefore, questioning lacks purpose and children quickly

p.2

The provision is inadequate

Despite this, children appear settled and understand the nursery routines and rules. Children help to clear the toys away that they have been playing with, before moving on to another activity. They have fun making 'soup and pudding' in the garden with mud, water and sand, transferring the mixture from one container to another.

p.2

need to do better?

n There have been some improvements made to the provision since the last inspection, and there has been a change of manager. However, improvements are not sufficient enough to raise the quality of teaching and learning or children's care needs to a satisfactory level. Some of the improvements seen at monitoring visits following the last inspection have not been sustained. Managers and staff do not demonstrate a good enough understanding of meeting children's care and learning needs. n There are no procedures for staff to follow relating to the safe care of children during very hot weather. In addition, staff and managers do not use their initiative to protect children. They take them into the garden in extremely hot weather and do not take action to provide any shade. Staff understand that parents always apply suncream before the children come to nursery, but there is no secure process for ensuring this has happened. Drinking water is not always

provided to ensure that children remain hydrated in hot weather. n During the school-holiday scheme, parents provide packed lunches for their children. There is no procedure in place for ensuring that the food within the lunchbox is stored safely. Lunchboxes are placed on a shelf in the pre-school room which, during hot weather, becomes very hot and humid. n Key persons do not demonstrate secure knowledge of the children in their key-

15 August 2022 person group, such as how long some children have been attending the nursery group. They have not liaised effectively with schools that children will be moving to in September. Therefore, they have not helped the children to prepare well for their next transition. Where gaps are identified in children's development, such as speech and communication, staff do provide appropriate levels of support to help to close the gap. n Arrangements for the supervision, coaching and training of staff is ineffective. New staff receive a verbal induction. However, documentation relating to this process is incomplete. Staff supervision meetings are being held. However, they are not successful in raising the quality of teaching, and staff's general understanding of how children learn, to a better level. The new manager has yet to receive supervision, although she has been working closely with the local authority to develop her understanding of the role.

p.2

need to do better?

n Staff make use of the local area to take children on walks and trips. For example, they walk to a pond where there are birds, trees, fish, terrapins and various other creatures. Staff use some questioning skills during the walk and encourage children to consider road safety. However, explanations are very basic. Staff miss lots of opportunities to use the experience as an effective learning tool. n Parents share their views that they believe their children are happy at the nursery and that the staff are friendly.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Staff generally demonstrate a good understanding of the signs and symptoms that might alert them to a child being abused or mistreated. They are knowledgeable about wider safeguarding issues, such as 'Prevent' duty and female genital mutilation. Staff know how to report their concerns to the designated safeguarding lead and to other agencies with statutory responsibilities. However, the safeguarding procedures are not robust enough once advice from the local safeguarding partners has been sought or referrals made. As a result, some safeguarding concerns remain ineffectively handled or concluded.
