First 4 Care Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is run by a private company. It is registered to provide care and support for up to three children with learning disabilities. The home provides care on a short- to long-term basis, depending on the needs of the child.
p.1
Information about this children’s home
The manager registered with Ofsted in December 2018 and has a qualification in leadership and management at level 5. Due to an imminent change in management arrangements, the deputy manager is currently undertaking most of the day-to-day running of the home but has yet to register with Ofsted.
p.1
Information about this children’s home
A restriction of accommodation notice was issued on 1 June 2022 until 23 August 2022 inclusively.
p.1
Information about this children’s home
The two children living at the home moved out on 1 June 2022.
p.1
This monitoring visit
On 30 May 2022, Ofsted carried out a monitoring visit following concerns about other children’s homes connected to this provider. The inspectors found significant shortfalls relating to the protection of children, safer recruitment, the induction of new staff, their training and development, storage and management of records at the home.
p.1
This monitoring visit
This visit was carried out to assess the provider’s progress in meeting the four compliance notices.
p.1
This monitoring visit
The home now operates under a new responsible individual, who has started to address the concerns and shortfalls.
p.1
This monitoring visit
Staff are now undertaking more face-to-face training sourced from outside the organisation. However, the systems in place to check their understanding and Inspection report for children’s home - monitoring visit: 1256608 2 implementation of the training are not robust. This does not provide reassurance that children will receive care from staff who are equipped to safely care for them.
p.1
This monitoring visit
The recording and management of documents remain ineffective. A child’s risk assessment was completed retrospectively when they moved from the home. In addition, there were inaccuracies in this document. This does not show an accurate recording of their stay in the home should they wish to view their records later on in life.
p.2
This monitoring visit
The repairs to the home have been completed. Damaged areas have been refurbished to a good standard. New furniture has been bought, which includes beds, chests of drawers and soft furnishings. The environment is homely, and the home is free from hazards.
p.2
This monitoring visit
Medication records sampled during this visit did not raise any concerns. These records were appropriately completed and they matched supporting documentation. In addition, staff have completed training in medication and there is more management scrutiny.
p.2
This monitoring visit
There have not been any restraints since the last monitoring visit. However, the manager has put systems in place for reflection with children and staff after a physical restraint. This area remains untested.
p.2
This monitoring visit
The manager was able to demonstrate that the home carries out safer recruitment of staff. All documents requested by the inspector during this visit were provided.
p.2
This monitoring visit
The compliance notices for regulations 12 and 32 have been met. However, the compliance notices for regulations 13 and 37 have not been fully met. This means that these compliance notices will be reissued.
